About the Position: The Accountant II is responsible for providing professional accounting and fiscal support related to contract administration, procurement, and grant management. This position ensures compliance with state and federal regulations while maintaining accurate financial records and supporting the agency's fiscal operations.Essential Duties1. Contract Development and Administration• Analyze contract proposals to ensure compliance with agency policies, state procurement laws, and funding requirements.• Develop, review, and prepare contract documents, amendments, renewals, and related procurement documentation.• Develop Invitations for Bid (IFBs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), and other solicitation documents in accordance with state procurement requirements.• Coordinate with program staff, legal staff, procurement personnel, and vendors during the contract development process.• Evaluate bid responses for completeness and compliance with procurement specifications.• Monitor contract terms, funding availability, performance periods, and deliverables to ensure contractual compliance.• Maintain complete contract files and supporting documentation.2. Contract Invoice Review and Payment Verification• Review contractor invoices for accuracy, completeness, and compliance with contract terms.• Verify that invoiced amounts agree with approved contract pricing, payment schedules, and deliverables.• Research and resolve invoice discrepancies with vendors and program staff.• Process invoices in accordance with agency policies and established payment procedures.• Maintain accurate financial records related to contract expenditures.• Assist with contract expenditure tracking and financial reporting.3. Grant Administration• Administer grant budgets and financial activities through the Mississippi Accountability System for Government Information and Collaboration (MAGIC).• Establish and maintain grant-related accounting information within MAGIC.• Monitor grant expenditures to ensure compliance with grant awards, approved budgets, and applicable federal and state regulations.• Prepare reimbursement requests and supporting financial documentation for submission to funding agencies.• Reconcile grant expenditures and revenues to ensure financial accuracy.• Assist in preparing grant financial reports and responding to audit requests.• Coordinate with program managers to ensure grant funds are expended appropriately and within required timeframes.Additional Responsibilities• Interpret and apply state accounting policies, procurement regulations, and agency procedures.• Analyze financial data and prepare reports for management.• Assist with internal and external audits by providing requested financial documentation.• Recommend improvements to fiscal and contract management processes.• Maintain effective working relationships with agency staff, vendors, funding agencies, and other governmental entities.• Perform other related duties as assigned.
What you'll need to be Successful: Successful candidates must have a good attitude, be ready and willing to learn and grow, have strong attention to detail, strong communication skills, and excellent organizational skills.• Knowledge of governmental accounting principles and practices.• Knowledge of state procurement laws, contract administration, and grant management principles.• Knowledge of the Mississippi Accountability System for Government Information and Collaboration (MAGIC) or the ability to learn the system.• Ability to analyze financial and contractual information and identify discrepancies.• Ability to interpret contracts, grant awards, statutes, regulations, and agency policies.• Strong organizational, analytical, and problem-solving skills.• Excellent written and verbal communication skills.• Proficiency in Microsoft Office applications, particularly Excel and Word.• Ability to manage multiple projects and meet established deadlines.
