Financial Management Analyst

Do you have an excellent eye for detail and your work is accurate? Do you love numbers and getting lost in spreadsheets? Ability to study and understand programs and funding requirements; work independently and in a team environment; and a successful track record of grant compliance are highly desired. The City of Woodburn is looking for a Financial Management Analyst to manage grant reimbursements and financial reporting; collect, compile, and analyze information from various sources on a variety of grants; interpret and analyze data; apply for grant funding; and analyze and review federal, state, and local laws, regulations, policies, and procedures related to assigned area in order to ensure fiscal compliance. Housed in the Finance department, the incumbent will work on various city grants, predominantly in Transit, and also other departments, performing budgetary, mathematical, administrative, and other management analysis; while participating in the development of the City's budget, assisting with the audit, and entering journal entries, managing special projects as assigned; and performing highly technical data mining and analysis. With assistance from departments, the incumbent will ascertain that all federal, state and foundation financial status reports and program narratives are submitted to the funding agencies within deadlines and contract requirements. Bachelor’s degree in finance, Public Administration, or a related field and three (3) years of experience related to grant monitoring or financial project management, or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the job. Knowledge of financial analysis and grant management; ability to use computers and applicable software applications, including Excel or other spreadsheet software programs are required; understanding of public administration concepts and theories and municipal budget process and procedures are highly desired. Woodburn Transit Service (WTS) provides transportation to the public, including many seniors and persons with disabilities. WTS's mission is to provide reliable and affordable public transportation for people traveling within Woodburn and provide residents, visitors, and workers traveling to and from Woodburn with efficient and convenient regional connections. Many WTS services are state and federally funded. The City receives these grant funds through an application and reimbursement-based process.
