Duties

Help

• You will perform or advise on work in any of the phases or systems of budget administration.
• You will develop, determine and interpret budgetary policies and practices.
• You will analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations.
• You will implement legal and regulatory controls over approved budgets and provide advice on methods of acquisition and use of funds to support organization.

• You will be required to obtain and maintain a current valid United States driver's license.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS -09 : Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing budget formulation and execution by compiling financial data, reviewing funding requests, and tracking obligations and expenditures using established procedures to support accurate budget estimates and proper use of authorized funds.

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing financial management work utilizing financial management systems to budget and execute funding in accordance with regulations (Examples of work performed may include generating funding documents, reviewing and approving procurement actions in accordance with regulations, generating budgets and related execution plans, and/or providing management funds status updates and recommendations)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

For GS-09 :

Education may be substituted for specialized experience as follows:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

LL.B. or J.D., if related to the position being filled :

OR

A combination of experience and graduate education as described above that equates to one year of experience.

For GS-11:

Education may be substituted for specialized experience as follows:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to PH. D or equivalent doctoral degree

OR

LL.M., if related to the position being filled :

OR

A combination of experience and doctoral education as described above that equates to one year of experience.

GS-09 Pay - $69,373 - $90,190

GS-11 Pay - $83,935- $109,122

If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

This position is covered by the Department of Defense Priority Placement Program.
