Job Description Summary


The purpose of this job is to manage a division within the city department. Manages division employees and budget, provides leadership, and serves as an expert-level engineer and project manager.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

• Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.

• Plans, organizes, prioritizes, and directs activities of the division and ensures operational effectiveness.

• Prepares and analyzes budgets and plans daily operations, maintenance, and projects. Coordinates requisition, purchase, and maintenance of Engineering Division assets.

• Drafts council correspondence for introduction of resolutions and ordinances required to complete public improvement projects.

• Prepares engineering reports or oversees consultants preparing engineering reports.

• Oversees capital improvement and department projects including design and inspection, managing project budgets and schedules.

• Ensures compliance with regulations, codes and specifications for developments and improvements.

• Seals technical submissions in accordance with Missouri Revised Statutes and Rules of the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Professional Landscape Architects.

• Evaluates qualifications for consultants and oversees their work.

• Evaluates and revises specifications for materials and equipment related to division.

• Reviews and signs pay requests for design professionals and contractors.

• Conduct meetings with private developers, citizens, internal and external agencies, and other divisions to coordinate projects and plan for future improvements.

• Responds to inquiries from the public and council regarding projects, services, rules and regulations.

• Interprets and ensures compliance with regulations regulatory agencies.

• Regular attendance is a necessary and essential function.

• Performs other duties as assigned.

Supervisory Responsibilities

• Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function (i.e., accounting, payroll), including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

Fiscal Responsibility

• Position has major fiscal responsibility.

• Is responsible for division-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget and adjusts as necessary.

Education and Experience - An equivalent combination of education, training and experience will be considered

Education and Experience

• Bachelor's Degree in Engineering or related field appropriate to the job responsibility.

• 7 to 9 years' experience in engineering, construction, or related field.

• 1 to 3 years' supervisory experience.

Licenses or Certifications

• Professional Engineer (P.E.) license required.
