As Team Lead, the Program Specialist VI is responsible for interpreting statute, rules and agency policies and incorporating needed changes and adjustments into program policies and processes. The role includes training, leading, assigning, and prioritizing the work of team staff and serving as the primary point of contact for internal and external partners seeking program information. The incumbent also oversees planning, implementation, and evaluation of major program initiatives assigned to the team, provides consultative services and technical assistance to program staff, governmental agencies, training organizations, and individuals interested in becoming certified as a CHW or CHW Instructor, monitors and participates in legislative activities, and coordinates meetings and activities with the CHW Program Statewide Partnership, community stakeholders, academic institutions and training programs, regional and local public health departments, other governmental agencies, and community-based organizations. Essential Job Functions Serves as Team Lead for the Training Systems and Program Support Team within the CHW Program and primary point of contact for agency and external programs; trains, leads, assigns, and prioritizes team staff work; oversees application processing and maintenance of quality improvement efforts. (40%) Oversees planning, implementation, and evaluation of major program initiatives and special projects; implements changes to program policies and procedures for continuous improvement. (20%) Monitors legislative activities related to program operations; interprets statutes and rules; oversees policy updates to ensure compliance with legislation. (15%) Actively serves as liaison for the CHW Statewide Partnership; coordinates recruitment, participation, and presentation activities; consults with public and private agencies, academic institutions, and training organizations to promote collaboration. (20%) Performs additional duties as assigned, including participation in disaster response and continuity of operations activities, which may require alternate shifts or locations. (5%) Knowledge, Skills and Abilities Knowledge of community health worker standards of practice, competencies and roles Knowledge of public health principles and practice Knowledge of multi-cultural issues pertaining to cultural competency Knowledge and understanding of adult learning methods, curriculum development and training techniques Knowledge of communication and social marketing theories and their application in project development, implementation and evaluation Skill in comprehensive program management, planning, implementation, and evaluation Skill in developing oral and written materials in English and Spanish targeting various audiences Skill in leading and facilitating diverse community groups and professionals Skill in developing electronic presentations on training and certification in English and Spanish Skill in managing and prioritizing multiple tasks, meeting deadlines and customer needs in a competing demand environment Skill in acquiring funding and other resources Skill in preparing comprehensive and accurate reports Skill in working with internal and external stakeholders and partners Ability to effectively communicate in English and Spanish with diverse audiences Ability to develop, evaluate, interpret and apply agency policies, rules and regulations Ability to establish and maintain effective working relationships with staff from diverse cultures Ability to monitor compliance with policies and procedures and conduct reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures Registrations, Licensure Requirements or Certifications N/A Initial Screening Criteria Graduation from an accredited four‑year college or university with a degree or major coursework in a relevant field such as education, public health, health promotion or health education. Minimum of 4 years of experience in a field related to training community health workers or allied health professionals or a similar training and certification program. Minimum of 2 years of experience overseeing program operations and evaluation and leading a professional team. Additional Information This position is eligible for part‑time telework. Staff must be able to work in person in Austin 2–3 days per week.
