Personnel Security Specialist

Summary

This position is located in the Office of Personnel Security and Suitability (PSS), Office of the Senior Coordinator for Security Infrastructure (SI), Bureau of Diplomatic Security (DS). PSS is responsible for managing the Personnel Security Program, to include implementation of Executive Orders and other statutorily mandated personnel security and suitability programs including the Federal Investigative Standards, Continuous Evaluation, Quality Assurance, suitability for employment, etc.

Duties

Help

• Evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy, and regulatory compliance, and technical proficiency.
• Coordinate the planning, monitoring, and reviewing work, aligning resources, as well as the administrative and personnel management functions.
• Oversee initiating background investigations to determine eligibility for access to classified national security information or assignment to positions requiring public trust determinations.
• Participate in interagency working groups and committees responsible for reviewing and developing personnel security policies, standards, and criteria.
• Manage personnel who coordinate visits to overseas posts from Congressional delegations, ensuring their personnel security clearances are passed to RSO's in advance of the visit and that any anomalies are addressed/corrected in advance of the visit.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

• Experience managing or overseeing personnel security program activities.;
• Experience interpreting and applying federal security policies, regulations, and directives.; AND
• Experience managing personnel security records in accordance with the Privacy Act, Federal Records Management policies, and procedures.

There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

• Ability to assign, review, and supervise the work of others;
• Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
• Ability to adjust to change, work pressures, or difficult situations without undue stress;
• Willingness to consider new ideas or divergent points of view; and
• Capacity to "see the job through."
