LABOR LAW ENFORCEMENT SPECIALIST V - DOWNTOWN, OAHU

Job Summary Labor Law Enforcement Specialist V – Full‑time position located in Downtown, Honolulu, Oahu. Recruitment number: DLIR-2026-053. Salary ranges from $6,221 to $7,568 monthly (SR‑24, Step D to I). Recruitment will remain open until 15 applications are received. Duties Summary Supervises a staff of lower‑level enforcement specialists conducting complex labor law compliance investigations. Responsibilities include planning, coordinating, scheduling work, maintaining quality and quantity of work, guiding subordinates, evaluating performance, directing training, and other related duties under the general direction of a higher‑level specialist. Functions as a program specialist in the program’s staff office, responsible for program development and evaluation for a major segment of the labor law administration. Duties include developing program plans, policies, procedures, goals, and objectives; recommending policy changes; evaluating program effectiveness; assisting with budget development and coordination; drafting legislative and administrative rule changes; creating training programs; providing technical assistance; and maintaining program information management systems. Work is performed independently with general supervision. Acts as a working supervisor for hearing activities, conducting administrative hearings on complex or highly complex complaint cases and appeals on notifications of violation issued to employers. Responsibilities include planning, directing, and coordinating hearings and pre‑hearing conferences; recommending revisions to operating methods and guidelines; preparing budget recommendations; supervising and training lower‑level specialists; and conducting administrative hearings. Minimum Qualification Requirements Legal Authorization to Work The State of Hawaii requires all candidates to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Prerequisite Knowledge and Abilities Knowledge of report writing, mathematical principles and practices, investigation methods, interviewing techniques, departmental policies, pertinent labor laws, rules, regulations, and investigative methods. Familiarity with current and proposed legislation affecting enforcement is required. Some positions require knowledge of administrative hearing principles and legal terminology. Abilities include rapid mental calculations, fact analysis, problem solving, effective oral and written communication, tact, diplomacy, discretion, interpretation of labor laws and regulations, interviewing and investigative techniques, application of laws to real‑world situations, payroll analysis, recommendation of action, comprehensive report preparation, and decision making on sensitive issues. Some positions require the ability to assign, review, and evaluate the work of others and to conduct administrative hearings impartially. Basic Education Requirement Graduation from an accredited four‑year college or university with a bachelor’s degree. Experience Requirement Three and one‑half years of progressively responsible professional work experience applying labor laws and rules as a primary function, performing investigations, and/or enforcing compliance with state laws related to wages, hours, payment of wages, family leave, and child labor.
