Paralegal Specialist

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located in the Public Safety Division within the Juvenile Section. The primary responsibility of a Paralegal Specialist is to provide legal, administrative, and logistical support in the Juvenile Section of the Public Safety Division. DUTIES AND RESPONSIBILITIES The successful candidate will possess strong organizational and time management skills. The candidate must also possess a high level of attention to detail. Experience with LexisNexis or Westlaw, scanners, copiers, PowerPoint, Microsoft Outlook, Microsoft Excel, and Microsoft Word are required. Duties include but are not limited to: Assisting attorneys with the drafting of various pleadings by requesting, reviewing, and organizing/compiling the facts and other information pertaining to specific cases. Electronic filing and retrieving of documents from the D.C. Superior Court’s and agency’s databases. Collecting, reviewing, and redacting body-worn camera footage and video evidence. Researching, analyzing, and summarizing relevant law; performing legal research on particular issues and cases identified by the attorney(s); researching cases, law, statutes, regulations, court rules, policies, procedures, legal periodicals, and other legal authorities that are relevant to particular issues. Compiling and maintaining research notebooks and files regarding statutes, case law, or controversial legal issues of special interest to the particular unit of the Office assigned. Maintaining and utilizing a variety of computer programs to include Microsoft Office Suite (Teams, Word, Excel, PowerPoint, Outlook, and OneDrive), CaseFileXpress, ProLaw, Abacus, CourtView, Credible, Westlaw or LexisNexis, Cobalt, Evidence.com, PowerPoint, Excel, and Box.com. Establishing and maintaining an effective system of monitoring and tracking cases to ensure compliance with all relevant deadlines. Initiating action to ensure that legal pleadings, forms, reports, correspondence, and other documents are prepared and submitted within established deadlines. Responding to discovery requests consistent with D.C. Super. Ct. Criminal and Juvenile Rule 16. Reviewing and redacting pertinent evidence for disclosure to defense counsel, including documentary evidence, law enforcement body-worn camera evidence, social media platforms, and CCTV video footage. Reviewing evidence obtained from search warrants for use in prosecuting criminal and juvenile cases. Preparing service documents and subpoena service requests. Drafting a variety of legal documents, including emergency petitions, petitions for civil commitment, continuance forms, written discovery requests and responses, proposed orders, and various motions. Performing legal research, including search of statutes, regulations, legislative history, case law and other legal authorities applicable to juvenile cases. Reviewing, flagging, organizing, and summarizing highly confidential material. Assisting the attorneys in the preparation of government, lay, and expert witnesses for probable cause hearings, revocation hearings, other hearings, and/or trials. Scheduling and, when appropriate, attending witness conferences, preparing witness vouchers, and victim services referrals. Obtaining, preparing, and organizing evidence and exhibits for trials/hearings. Attending commission and court hearings/trials and assisting the attorneys as needed. Establishing and maintaining an effective system of monitoring and tracking cases to ensure compliance with all relevant deadlines. Obtaining, compiling, and analyzing data. Obtaining, compiling, and submitting the weekly hearing list. Identifying, defining, and analyzing operational problems, and posing options and alternatives to existing procedures. Receiving, addressing, or redirecting telephone calls during papering weeks. QUALIFICATIONS AND EDUCATION Candidates must have at least one full (1) year of specialized experience equivalent to at least the CS-11 level in the District Service. Specialized Experience – Experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. WORKING CONDITIONS/ENVIRONMENT Work is generally performed in an office setting. OTHER SIGNIFICANT FACTORS Tour of Duty: Monday – Friday; 8:15 a.m. – 4:45 p.m. Pay Plan, Series, Grade: CS-950-12 Number of Vacancies: One (1) Salary: The starting salary for this position is negotiable up to $101,290 depending on qualifications and availability of funds. Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFSCME Local 2401. Remote Work Status: A hybrid remote telework/in-office schedule option is available. Type of Appointment: Career Service – Regular POSITION DESIGNATION: This position has been deemed Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure. RESIDENCY PREFERENCE: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
