Real Estate Supervisor

Position Overview An Real Estate Supervisor assists the Real Estate Manager in managing property acquisition and property management functions, overseeing Real Estate Specialists and a Property Management Coordinator. The role involves supervising staff, managing budgets and schedules, and ensuring legal, technical, and competency requirements are met. Responsibilities Supervise, plan, assign, prioritize, and evaluate staff work, resolving concerns and ensuring project budgets and schedules are maintained. Maintain databases for project reporting. Develop and implement procedural and policy manuals and provide in‑house training. Analyze operational efficiency of the property acquisition function and determine training needs and procedural changes. Perform property acquisitions by purchase, dedication, lease, or legal process, coordinating and analyzing property appraisals, environmental reports, title reports, and other documents to negotiate compensations and agreements. Coordinate with City Departments and Divisions for Capital Improvement Projects to provide real estate advice, track real estate needs, and meet project schedules. Work with real estate staff and City Attorney staff on preparing and executing legal documents. Develop, execute, and track professional contracts with appraisers, title companies, and others. Resolve complex real estate issues using strong analytical and problem‑solving skills. Handle multiple projects simultaneously and prioritize work assignments. Make public presentations such as City Council and neighborhood meetings. Special Requirement Must possess a valid Class D Arizona Driver's License by hire or promotion date. Minimum Qualifications Bachelor’s degree in Real Estate, Business Administration, Public Administration, or a related field from an accredited college or university. Extensive (5+ years) technical experience, preferably in the public sector, in right‑of‑way acquisition and property acquisition, including escrow or title work, real estate or eminent domain law, legal descriptions, construction plans, and real property appraisal. Some federal acquisition or relocation experience. Preferred Qualifications Certification as a Senior Right‑of‑Way Agent by the International Right‑of‑Way Association (IRWA). Two years of supervisory experience.
