The purpose of the RHTP Communications & Engagement Analyst (PAS2 LD) position is to provide strategic communications, public affairs, and partner engagement support for the Rural Health Transformation Program (RHTP).Working in collaboration and partnership with the Community and Engagement Lead, this position develops and implements comprehensive communication and engagement strategies; supports leadership communications on complex, sensitive, and high-visibility issues; and builds and maintains relationships with key partners to advance program goals, legislative priorities, and rural health transformation initiatives.

The position serves as a central coordination point for program communications and engagement activities, working across the Division, the Oregon Health Authority, and external partners to ensure information is accurate, consistent, accessible, and effectively communicated to communities, policymakers, and program partners.

With visibility into and input on communications and engagement efforts, the Analyst supports the Community and Engagement Lead in planning and executing outreach initiatives, partner engagement activities, public-facing communications, and program deliverables. The position helps ensure coordinated messaging, meaningful partner collaboration, and successful implementation of the Rural Health Transformation Program.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing, Journalism, the Behavioral or Social Sciences or related degree and two years professional level experience in Public Relations or Affairs

OR

Five years experience directly related to the position under recruitment; two of the five years must have been at the professional level.

• Demonstrated skill in translating complex program, policy, and technical information into clear, concise presentations, summaries, reports, and public-facing communications appropriate for diverse audiences.
• Proven experience in managing multiple, competing priorities independently in a fast-paced, high-visibility environment while maintaining accuracy, completeness, and timely delivery of work.
• Demonstrated ability in coordinating and advancing work across multiple divisions, agencies, and external partners without direct supervisory authority, including building productive relationships and maintaining effective communication.
• Strong background in exercising sound judgment on complex or sensitive issues, identifying matters requiring escalation, and clearly framing options, risks, implications, and recommendations for leadership consideration.
• Significant experience in supporting the implementation, coordination, or oversight of federally funded or legislatively directed programs, including compliance, reporting, deliverables, and changing program requirements.
• Demonstrated expertise in analyzing complex problems, evaluating relevant information, developing practical options, and supporting implementation of solutions in evolving program environments.
• Proven track record of developing and implementing communication and engagement strategies that support program objectives, respond to changing conditions, and foster meaningful collaboration with diverse communities, partners, policymakers, and leadership.
• Extensive knowledge of CMS regulations, federal guidance, and reporting expectations, with a solid foundation in Oregon’s health care system, rural health delivery models, and rural community partner networks.

• The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
