OVERVIEW
Assignment
This full-time Business Analyst 3 contract assignment is in the Engineering Services Group (PEJ) under the Power Services Energy Conservation (PE) business line of *** (BPA). This assignment will provide business analyst support for energy conservation engineering initiatives and emerging technologies within Energy Conservation. Under the guidance of the BPA manager or team lead, this assignment will analyze, interpret or make deductions from varying facts or circumstances, and document how new initiatives, products and emerging technologies might be developed into Energy Conservation Measures or programs; providing recommendations to BPA manager and/or executives and stakeholders as appropriate. The assignment will support the PEJ manager and the Engineering Technical Leads in the development and implementation of energy conservation engineering initiatives and the Energy Conservation Emerging Technology program, including the recommendation and development of business practices, technology assessment and analysis, reporting, and providing primary analytical and program support to federal staff.
Organization
BPA's Energy Conservation Engineering group consists of 14 engineers and four support staff across five offices. The team provides engineering and technical support for all aspects of energy conservation measures and projects across the agricultural, commercial, industrial, and residential sectors to both internal and external customers. The work is assigned by physical location and occasionally by specific subject matter expertise. The team is structured to provide support and subject matter expertise to other team members to ensure projects succeed and energy savings goals are achieved.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Provide development recommendations, guidance expertise, organization and coordination of a high profile, multi-million-dollar emerging technology portfolio and its individual projects as well as monitor the progress of portfolio efforts against defined metrics.
Under direction of the emerging technology program manager and in collaboration with BPA federal staff , facilitate and provide technical expertise to a collaborative of key stakeholders both regionally and nationally including, the U.S. Department of Energy (USDOE), Pacific Northwest National Labs (PNNL), Washington State University Energy Extension Office (WSU), select electric utilities, industrial associations, and manufacturers to investigate and recommend adoption of innovative emerging energy conservation technologies.
Provide technical/analytical advice and recommendations to the program manager regarding resource needs to support the goals and objectives of a variety of energy conservation projects and initiatives. Assist the program manager in analyzing options to address any resource allocation issues.
Provide support to the PEJ Manager, Technical Leads, and Emerging Technology Program Manager for managing, tracking, budgeting, and reporting the progress of energy conservation initiatives and energy conservation emerging technology program.
Maintain the project tracking system to track and monitor organizational initiatives and projects, as requested by BPA manager and emerging technology program manager. Provide support to energy conservation engineering staff to update the system as necessary.
Provide hands-on assistance to Energy Conservation project managers, including support with change management, internal/external communications, issue/risk management, and status tracking
May occasionally provide project management guidance for small, assigned projects. This may include:
Developing project team(s) as needed, requesting and resolving resource issues with the assistance of the BPA Program Manager.
Facilitating and coordinating project team(s) to develop/draft project plans and schedules for BPA management review, consideration and approval.
Developing and maintaining effective internal communications between project team members, stakeholders, BPA manager and others.
Coordinating, scheduling, and monitoring project activities.
Providing regular status reports as requested.
Perform, conduct and provide Emerging Technology Portfolio analysis, including:
Monitor and document product development and emerging technology research.
Perform research, analysis and gap-analysis on numerous technologies for potential inclusion in Energy Conservation programs; present findings and provide recommendations to BPA management, executives and/or stakeholders for review and consideration.
Document other emerging technology work and identify research gaps that are preventing emerging technologies from becoming Energy Conservation measures; present findings and provide recommendations to BPA management, executives and/or stakeholders for review and consideration.
Consult and collaborate with Energy Conservation and Technology Innovation department personnel on the development of BPA management-approved emerging technologies into new Energy Conservation measures.
Provide cost-benefit analysis, market research and potential savings assessments to BPA management, executives and/or stakeholders, as requested, to support the advance and development of new emerging technologies into Energy Conservation measures. May be requested to draft presentations and/or conduct presentations for BPA management, executives and/or stakeholders.
Perform research of existing Energy Conservation measures and assist the Engineering group, as requested by BPA manager, lead or program manager.
Develop and recommend a strategic and effective process for getting new technologies into EE Programs to BPA management, executives and/or stakeholders for review and consideration, as appropriate.
Provide reports, conduct presentations and make recommendations based on the research findings to appropriate BPA managers, project managers and stakeholders as requested.
Coordinate with the energy conservation marketing group to assist with updating and maintaining the emerging technology program web content in accordance with BPA standards.
Coordinate with energy conservation marketing group to draft, prepare and present information on program activities and accomplishments. Draft materials must be reviewed and approved by BPA manager, team lead or other authorized federal staff.
Plan, organize and prepare reports, fact sheets, program activity reports and presentations for management review; disseminate approved material(s) to various audiences as requested. This will include E3T education and outreach materials.
Use a variety of software tools to track, coordinate and communicate program activities, including but not limited to SharePoint and Microsoft Suite programs.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
An Associate's or Bachelor's degree in Energy Conservation, Business Administration and/or Management, Environmental Science, Energy Management or a related field is strongly preferred.
With an applicable Bachelor's Degree, 8 years of experience is required.
With an applicable Associates Degree, 10 years of experience is required.
Without an applicable degree, 12 years of experience is required
Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
Experience with Microsoft Office Suite Software (MS Word, PowerPoint, Excel, Outlook, Teams).
Preferred Skills & Experience (optional on matrix)
Experience with project management and project tracking software.
Experience in change management as it applies to implementing new programs and initiatives.
Possess a solid background in overall energy conservation with emphasis in emerging technologies in various facets including: program framework development, modification, program manual creation, industry best practices, data analysis, and report writing.
Demonstrate proficiency in program/project analyses, presentations, correspondence and proposals.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
CLOSELY ASSOCIATED RESPONSIBILITIES & REQUIRED ASSOCIATED MITIGATION MEASURES

Only Contracting Officers are authorized to obligate BPA funds.
Agency / Org Planning
All drafts, documents, materials and recommendations must be reviewed, finalized and approved by appropriate BPA federal personnel.
Budget / Finance Prep
Only Federal Employees may determine budget priorities & allocations.
BFTE must control and finalize / approve all budgets and related documentation, including that for projects, programs and Organizations.
Contract Management
All Contractual documents, including invoices must be finalized / approved by appropriate Federal personnel.
All contract-related decisions (modifications, changes, performance) must be determined by appropriate federal personnel (COs).
Decision Making
CFTE may provide input and recommendations to decision-makers.
Only appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action.
Direction & Control
(directing BFTE)
CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.
Work of BFTE must be assigned by federal manager, supervisor, Program / Resource manager or another appropriate designee.
Disposing Govt. Property
All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).
Dissemination of Agency/Policy Information / Training
All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.
Inspection / IT Testing
Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).
HR Support
CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
All work products must be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
