Contract Administrator, Armtec Defense Technologies Armtec Defense Technologies (Armtec) is an operating unit of the TransDigm Group (NYSE: TDG), an industry leader in aerospace and defense products and services. Armtec comprises three business units producing subcomponents for ordnance in Coachella, CA; decoy countermeasure flares in Camden, AR; and radar countermeasure chaff in Lillington, NC. This position is staffed in Coachella, at Armtec’s world‑class, sole‑source production facility for felted fiber nitrocellulose combustible cartridge cases for medium and large‑caliber military ammunition and pyrophoric payloads for training grenades. Industry: Manufacturing Combustible Ordnance and Countermeasures Job Overview Title: Contract Administrator Job Family: Business Activities Reports to: Director, Contracts & Pricing Works with: Mid‑level managers, program managers, supervisors, planners, supply chain personnel, employees, internal and external customers, and government agencies. Location: Coachella, California Type: Full‑Time Performs contract administration functions for assigned programs, including the preparation of contract/proposal correspondence, review of RFPs, contracts, and other customer correspondence, and performance of special projects as necessary. Works closely with Program Management and other functional groups to ensure responsive, accurate, and complete information that represents Armtec’s policies and objectives is communicated to the customer. Develops and maintains a professional and responsive relationship with both internal and external customers. With support from the Director, Contracts & Pricing, the candidate will manage, extend, negotiate, and terminate standard and nonstandard contracts. The candidate will also provide advice to management on contractual rights and obligations, compile, analyze, and maintain historical information, and serve as the consultant/liaison to management and the external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. Acts as an advisor to senior management and customers and directly oversees compliance of deliverables for all contracts assigned. Primary Responsibilities Perform RFP reviews and initiate collaboration with affected departments to identify issues, risks, capabilities, and alternatives; document for proposal purposes. Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Manage contract lifecycle from initiation to execution, renewal, or termination. Monitor contract performance, deliverables, and deadlines. Ensure proper approvals and signatures are obtained before execution. Assess general contract terms and conditions, FAR and DFAR clauses, document risks, exceptions, and alternatives for proposal purposes in accordance with the contracts department and Armtec’s procedures and policies. Prepare proposal letters and contract documents. Serve as principal point of customer contact for all contractual matters on assigned contracts. Verify proposal compliance to RFP requirements and P.O. contract compliance to the proposal requirements. Disseminate information between the customer and internal departments and assure timely responses. Basic knowledge of the Federal Acquisition Regulations (FAR) and DFAR Supplements (training to be provided). Assure protection of Armtec’s interests regarding patents, intellectual property rights, and proprietary information through contract provisions and non‑Disclosure agreements. Continually improve department operations, decrease turnaround times, streamline processes, and provide high‑quality customer service. Maintain highest ethical standards even when challenged from above. Live by Armtec’s ethics and business conduct policies. With support from the Director, manage large and complex Department of Defense contracts, including FFP, CPFF, CPAF, CPIF, cost‑reimbursable, T & M, and contracts awarded under OTAs. Maintain, analyze, update, and develop various electronic and hard‑copy contractual records. Make presentations as required and act as primary contact with customers and outside organizations. Represent the organization as primary administrative contact on assigned contracts. Provide direction to professional or technical staff on contractual matters. Maintain strict confidentiality of sensitive information. Perform other duties as assigned or required, such as order entry into the ERP system and SharePoint entry. Qualifications BA/BS Degree preferred but not required; an equivalent combination of education and experience may substitute for a four‑year degree. Minimum of 1‑2 years of direct involvement with Department of Defense contracts at the prime contractor and/or subcontractor level. Must acquire a basic knowledge of Armtec’s functional departments, responsibilities, products, uses, and manufacturing processes. Must become familiar with all applicable government regulations and requirements, including international licensing, cost accounting standards, cost estimating, invoicing, government property, small business liaison, etc. Basic knowledge of the government procurement process and Federal Acquisition Regulations, including the Department of Defense FAR Supplement (training to be provided). Proficient organizational and communication skills. Proficient in MS Office products and ability to utilize other software modules, such as SharePoint and Adobe PDF. Ability to manage multiple tasks concurrently and control a significant amount of detailed work. Proficient writing and analytical/math skills. Must be dependable, responsible, and accurate with the ability to deal with people effectively. Education & Professional Work Experience Requirements Must be authorized to work in the U.S. To conform to U.S. export control regulations, the applicant should be eligible for any required authorization from the U.S. Government.
