Job Description: Saab, Inc. is seeking a Lead Supply Chain Proposal Analyst to serve as a senior individual contributor supporting the development of complex proposals and cost estimates in response to U.S. Government and Department of Defense (DoD) solicitations. This position will serve as the Supply Chain lead for assigned proposal efforts and will be responsible for coordinating, developing, analyzing, and validating Supply Chain proposal inputs from initial solicitation review through final proposal submission. The Lead Supply Chain Proposal Analyst will coordinate across Supply Chain, Engineering, Finance, Program Management, Contracts, Business Development, Proposal Center, and other functional organizations to develop complete, accurate, supportable, and compliant cost estimates. The position will have significant responsibility for developing material and subcontract cost estimates, analyzing supplier proposals and quotations, developing and documenting Bases of Estimate (BOEs), evaluating Bills of Material (BOMs), incorporating historical and market-based cost data, and ensuring that Supply Chain pricing is aligned with the overall proposal strategy. This is a leadership role without direct people-management responsibility. The Lead Supply Chain Proposal Analyst will be expected to lead cross-functional proposal activities through influence, establish priorities, drive completion of Supply Chain deliverables, identify and resolve issues, and provide recommendations to Supply Chain and proposal leadership. The position requires the ability to independently interpret complex solicitations and translate applicable FAR/DFARS, contractual, technical, and program requirements into actionable Supply Chain requirements and cost-estimating strategies. The successful candidate will demonstrate strong analytical, financial, contractual, communication, and organizational skills and will be comfortable working in a highly dynamic, deadline-driven environment where accuracy, traceability, and compliance are critical. Responsibilities Independently lead the Supply Chain contribution to complex U.S. Government and DoD proposals, including proposals involving the design, engineering, production, implementation, deployment, sustainment, and lifecycle support of complex products and solutions across Saab's business areas. Serve as the primary Supply Chain point of contact for assigned proposal efforts, coordinating Supply Chain activities and ensuring required inputs are developed, reviewed, documented, and delivered in accordance with proposal schedules and requirements. Review and analyze U.S. Government solicitations, Statements of Work (SOWs), Performance Work Statements (PWSs), Contract Data Requirements Lists (CDRLs), technical requirements, Contract Line Item Numbers (CLINs), Section L and Section M requirements, and other solicitation documents to identify Supply Chain-related requirements and cost drivers. Translate solicitation requirements into material, subcontract, supplier, logistics, and other Supply Chain cost requirements and establish an appropriate approach for developing the proposal estimate. Develop comprehensive material and subcontract cost estimates, including direct material, supplier-provided equipment, services, subcontractor costs, escalation, freight, logistics, and other applicable Supply Chain costs. Develop and maintain Bases of Estimate (BOEs) and supporting documentation that clearly identify the source, methodology, assumptions, rationale, and traceability of proposed costs. Analyze and reconcile Bills of Material (BOMs), material requirements, engineering estimates, technical data, and supplier inputs to ensure that proposed material costs are complete and aligned with the proposed technical solution. Lead the Buyer team in soliciting suppliers and subcontractors for quotations and proposals, including development of RFQs, evaluation of supplier responses, identification of pricing discrepancies, and assessment of supplier assumptions and exclusions. Research and analyze historical procurement data, prior proposals, purchase orders, supplier quotations, actual costs, market data, and other relevant sources to develop defensible cost estimates. Develop and maintain cost-estimating models, pricing tools, databases, and analytical methodologies to support proposal development and improve the accuracy and efficiency of future estimating activities. Identify and evaluate cost, schedule, technical, supplier, and contractual risks that could affect the proposed Supply Chain solution or pricing. Develop recommendations and appropriate estimating assumptions, contingencies, or risk mitigation strategies. Evaluate supplier and subcontractor inputs for compliance with solicitation requirements, technical requirements, commercial terms, contractual requirements, and proposal instructions. Apply and interpret applicable FAR and DFARS requirements and identify their potential impact on Supply Chain strategy, supplier/subcontractor requirements, cost estimates, and proposal compliance. Coordinate with Contracts and other functional organizations to ensure that applicable prime contract requirements and flow-down requirements are appropriately considered in supplier and subcontractor cost estimates. Partner with Engineering, Operations, Finance, Program Management, Business Development, Contracts, and Proposal Center personnel to develop an integrated and internally consistent proposal solution. Represent Supply Chain in proposal reviews, pricing reviews, color-team reviews, solution reviews, and meetings with Business Development and Proposal Center leadership. Provide recommendations to Supply Chain leadership and cross-functional proposal leadership regarding cost strategy, supplier strategy, sourcing approach, estimating methodology, cost risks, and proposal assumptions. Lead cross-functional resolution of proposal issues and discrepancies, including differences between technical requirements, BOMs, supplier quotations, program assumptions, and cost estimates. Ensure that Supply Chain proposal inputs are accurate, complete, traceable, adequately supported, and submitted in accordance with established proposal schedules and internal review requirements. Maintain appropriate documentation and audit trails supporting significant estimating assumptions, supplier quotations, historical cost information, cost analysis, and other proposal inputs. Support customer and Government audit activities, cost/price analysis inquiries, and required audit responses related to proposal estimates, supplier costs, and Supply Chain inputs. Develop and present cost summaries, pricing analyses, estimating assumptions, risk assessments, and briefings to Supply Chain and cross-functional leadership. Identify opportunities to improve proposal estimating processes, tools, data quality, supplier engagement, cost analysis methodologies, and Supply Chain proposal performance. Collaborate with stakeholders across Saab's U.S. business areas and international/interdivisional affiliates to obtain technical, commercial, supplier, and cost information necessary to support proposal development. Exercise professional accountability and independent judgment for the quality, accuracy, completeness, and defensibility of assigned proposal work products. Perform other duties and responsibilities as assigned in support of Supply Chain and business development objectives. Travel domestically and internationally, including travel to Saab Inc. locations and Sweden, as required, with anticipated travel of up to 10%. Compensation Range $101,600 - $132,000 The compensation range provided is a general guideline. Skills and Experience Required Qualifications: Bachelor's degree in Supply Chain Management, Business, Finance, Engineering, Operations, Economics, or a related discipline with 8+ years of relevant experience, or a Master's degree/MBA/JD with 6+ years of relevant experience, or an equivalent combination of education and experience. Demonstrated experience developing cost estimates, pricing analyses, or supplier/subcontractor cost inputs for complex products, systems, services, or programs. Demonstrated experience working with U.S. Government or DoD solicitations, proposals, or contracts. Strong understanding of Supply Chain, procurement, subcontracting, sourcing, material management, and cost-estimating principles. Strong analytical and quantitative skills, including the ability to analyze large amounts of technical, financial, supplier, and historical cost data. Demonstrated ability to develop and defend cost-estimating methodologies, assumptions, and Bases of Estimate. Strong understanding of FAR/DFARS requirements and their application to U.S. Government contracting and Supply Chain activities as a U.S. DoD contractor. Ability to interpret complex solicitation requirements and translate them into actionable Supply Chain and cost-estimating requirements. Strong knowledge of Microsoft Excel, including the ability to develop sophisticated cost models, perform data analysis, and manipulate large datasets. Proficiency with Microsoft Word, PowerPoint, and Outlook is also required. Effective written and verbal communication skills, including the ability to communicate complex financial, contractual, technical, and Supply Chain information to both technical and non-technical audiences. Strong interpersonal and relationship-building skills, with a demonstrated ability to lead through influence rather than formal authority. Ability to effectively communicate and collaborate with internal stakeholders, customers, suppliers, and subcontractors. Strong organizational skills and demonstrated ability to manage multiple concurrent proposal activities and competing priorities under aggressive deadlines. Demonstrated professional judgment and accountability for work product, including the ability to identify errors, challenge assumptions, and upscale issues appropriately. Ability to obtain and maintain any required U.S. Government Security Clearance. Preferred Qualifications Direct experience supporting Department of Defense major system, platform, technology, or sustainment proposals. Experience developing Should-Cost, Should-Pay, Independent Government Cost Estimate (IGCE), or other cost-estimating methodologies, as applicable. Experience evaluating supplier and subcontractor proposals in accordance with FAR/DFARS and Government contracting requirements. Experience with Certified Cost or Pricing Data, Truthful Cost or Pricing Data (formerly TINA), cost or pricing data requirements, and price/cost analysis. Experience supporting Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA), or other Government audit/review activities. Experience analyzing BOMs, engineering estimates, material requirements, manufacturing requirements, and technical specifications to develop cost estimates. Experience with supplier negotiations, sourcing strategy, subcontractor management, and supplier risk assessment. Experience with ERP, procurement, supply chain, or financial systems and the ability to extract and analyze historical procurement and cost data. Experience with cost escalation, inflationary analysis, learning curves, labor/material indices, and other cost-estimating techniques. Experience developing and implementing cost-estimating tools, templates, processes, and standard methodologies. Experience with risk management and quantitative assessment of cost and schedule risks. Experience working in a CPSR-covered or similarly regulated Government contracting environment. Professional certification such as CPCM, CFCM, CPSM, PMP, or other relevant professional certification is desirable. Citizenship Requirements Must be a U.S. citizen.
