Job Description Summary The Budget Manager partners with the Dean and Associate Dean to develop, manage, and monitor the College's annual operating budget in alignment with strategic priorities. This position provides financial analysis and oversight across departmental, institutional, endowed, and gift accounts; develops budget proposals and funding requests; monitors expenditures, payroll, purchasing, and faculty start-up funds; and ensures accurate financial reporting and reconciliation. The Budget Manager also coordinates faculty contracts, supplemental pay, adjunct appointments, payroll reconciliation, and other personnel-related financial processes. Position Description Budget Development and Administration - 65% Work with the Dean and Associate Dean to develop and submit an annual operating budget based on the strategic plan of the College. Project faculty FTE needs based on curriculum offerings. Develop and maintain a prioritized list of new funding requests and submit funding requests for such. Develop new-program budget proposals. Re-allocate budgets among departments. Review and approve expenditures, travel reimbursements and purchase requisitions for all school budgets, including salary and operating budgets, institutional, endowed funds and gift accounts. Provide regular analysis, monitoring, and reconciliation of budget reports as well as budget transfers and adjustments to ensure accuracy of records. Provide customized reports to various stakeholders upon request. Oversee purchasing for departmental annual capital equipment allocations, including developing request forms and assisting with purchases. Oversee and monitor new faculty start up accounts including processing purchases requests, reimbursements and bi-annual budget check-in meetings. Work closely with other departments on campus, including the Controller's Office, Provost's Office, and University Budget Office to resolve College budget issues. Represent College on select university committees such as directed. Personnel Coordination - 25% Manage all aspects of the faculty contract process, including processing salary adjustments, requests for supplemental pay, summer teaching contracts and other contractual agreements. Reconcile monthly faculty and staff payroll report for accuracy. Work closely with departments and faculty services to process all adjunct letters of appointment, assist with the on boarding of all new adjunct faculty and process hiring paperwork, monitor and reconcile adjunct funds, and request reimbursement from other budgets when appropriate. Manage financial aspects of job postings and position descriptions for school staff, temporary employee hiring and supplemental pay postings. Training - 10% As needed, train staff or faculty regarding departmental budget management providing guidance regarding fiscal forms, policies, procedures and generally accepted accounting principles, affecting sound fiscal management practices and accountability. Provide back up for departmental budgets when Administrative Assistant positions are vacant. Qualifications Bachelor's degree in business or related field plus at least 3 years' experience in a relevant role, OR an equivalent combination of education and experience to successfully perform the essential duties of the job. Must have the capability to oversee multiple budgets, generate spreadsheets, records and reports preparation, and word-processing experience. Must have excellent interpersonal skills and the ability to interact with diverse individuals and groups effectively. Need strong oral presentation skills and ability to produce complex reports with clarity for diverse audiences. Ability to maintain strict confidentiality. Must have excellent time management and organizational skills to complete multiple tasks concurrently and meet deadlines.
