The Regional Construction & Maintenance Director is a strategic and hands-on leader responsible for driving operational excellence across the maintenance, construction, renovation, and capital improvement functions of the portfolio.

This hybrid role combines the responsibilities of a Regional Maintenance Director and Construction Manager, providing leadership for onsite maintenance operations while overseeing capital projects, acquisitions, renovations, due diligence, and portfolio asset preservation strategies.

The Regional Construction & Maintenance Director partners closely with Operations, Asset Management, and Property Leadership teams to reduce operating expenses, improve maintenance performance, accelerate apartment turn times, and maximize property value through effective capital planning and execution.

This leader serves as a mentor, coach, and subject matter expert for onsite maintenance teams while championing the Arete Res culture and mission of Creating Exceptional Experiences .

Essential Responsibilities

Regional Maintenance Leadership

• Provide direct leadership, coaching, and support to all Maintenance Supervisors and onsite maintenance teams throughout the portfolio.
• Develop, train, mentor, and hold maintenance teams accountable for operational performance and company standards.
• Conduct regular property visits to inspect physical assets, evaluate team performance, and identify opportunities for improvement.
• Establish and maintain maintenance best practices, policies, procedures, and standard operating processes.
• Lead recruitment, interviewing, onboarding, and succession planning for maintenance personnel.
• Foster a culture rooted in accountability, servanthood, safety, and continuous improvement.

Operational Performance & Expense Management

• Analyze maintenance expenses and identify opportunities to reduce controllable operating costs while maintaining quality standards.
• Develop and implement portfolio-wide initiatives focused on labor efficiency, purchasing strategies, inventory controls, and vendor management.
• Monitor service request performance and ensure adherence to company standards.
• Evaluate maintenance staffing levels and productivity to maximize efficiency.
• Develop benchmarking tools and performance scorecards for maintenance operations.

Apartment Turn Performance

• Establish portfolio standards and accountability measures for apartment turns.
• Partner with onsite teams to reduce vacancy days and improve make-ready efficiency.
• Monitor turn costs, quality, and completion timelines across the portfolio.
• Implement training and process improvements to improve turn execution.
• Conduct periodic quality inspections to ensure consistency and adherence to company standards.

Capital Expenditure (CapEx) Project Management

• Plan, coordinate, and oversee all capital improvement and renovation projects throughout the portfolio.
• Manage project scopes, budgets, schedules, contractors, and quality assurance.
• Prepare bid packages, solicit vendor proposals, negotiate contracts, and recommend vendor selections.
• Monitor construction schedules to ensure projects are completed on time and within budget.
• Conduct final inspections and ensure completion of punch list items.
• Provide regular project status reports to executive leadership and ownership groups.

Acquisition Due Diligence & Transitions

• Lead physical due diligence efforts for new acquisitions.
• Conduct comprehensive property condition assessments.
• Identify immediate, deferred, and long-term capital needs.
• Develop acquisition repair estimates and renovation budgets.
• Create comprehensive capital plans for newly acquired communities.
• Partner with Operations and Ownership teams to prioritize capital investments.
• Support property transition activities during acquisitions and dispositions.

Capital Planning & Asset Preservation

• Develop and maintain long-term capital replacement schedules for each community.
• Prepare annual capital budgets and reserve analyses.
• Evaluate major building systems including roofs, HVAC, plumbing, electrical, paving, exterior components, pools, and amenities.
• Recommend asset preservation strategies that maximize long-term property value.
• Ensure compliance with all life safety and regulatory requirements.

Vendor & Procurement Management

• Establish strategic vendor relationships and negotiate favorable pricing agreements.
• Develop portfolio purchasing programs to maximize cost savings.
• Evaluate vendor performance and ensure quality standards are consistently met.
• Ensure compliance with company purchasing and contract approval processes.

Compliance & Risk Management

• Ensure compliance with OSHA, EPA, Fair Housing, local building codes, and all applicable regulations.
• Conduct safety audits and risk assessments.
• Lead corrective action initiatives related to physical asset deficiencies and safety concerns.
• Promote and enforce a culture of safety across the portfolio.

Key Performance Metrics

The Regional Construction & Maintenance Director will be evaluated on the following performance indicators:

Financial & Expense Management

• Reduce annual controllable maintenance expenses by 5%–10% year-over-year while maintaining quality standards.
• Achieve portfolio maintenance expense budgets within ±2% variance .
• Reduce vendor and purchasing costs through strategic sourcing initiatives.

Apartment Turn Performance

• Reduce average apartment turn time to five (5) business days or less portfolio-wide.
• Achieve 95% or greater on-time turn completion rate .
• Reduce average turn costs while maintaining company quality standards.

Service Performance

• Achieve 95% completion of resident work orders within 24–48 hours .
• Maintain resident satisfaction scores that exceed company benchmarks.
• Reduce recurring work orders and maintenance-related resident complaints.

CapEx & Construction Performance

• Complete 95% of capital projects on schedule and within approved budget .
• Maintain project cost variances within 5% of approved budgets .
• Successfully execute acquisition transition and renovation plans.

Team Development

• Maintain fully staffed maintenance teams across the portfolio.
• Reduce maintenance turnover through effective leadership and development.
• Conduct quarterly training and mentoring sessions for all maintenance leaders.
• Develop internal succession pipelines for Maintenance Supervisors and Regional Maintenance leaders.

Asset Preservation

• Develop and maintain annual capital plans for 100% of portfolio assets .
• Complete physical asset inspections on each property a minimum of quarterly .
• Ensure all communities maintain company curb appeal and physical condition standards.

Qualifications

Required

• Bachelor's degree in Construction Management, Business, Engineering, Property Management, or related field preferred.
• Minimum 7-10 years of multifamily maintenance, construction, or facilities management experience .
• Minimum 5 years of regional leadership experience within multifamily housing.
• Demonstrated experience managing capital projects and renovations.
• Experience with acquisition due diligence and capital planning.
• Strong understanding of multifamily building systems including HVAC, plumbing, electrical, roofing, structural, pools, and exterior systems.
• Valid driver's license and ability to travel extensively throughout the portfolio.

Preferred Certifications

• CAMT, CAPS, or CAM designation.
• EPA Universal Certification.
• CPO Certification.
• PMP Certification preferred.
• OSHA 10 or OSHA 30 Certification.
• General Contractor license (where applicable).

• Ability to walk communities, climb stairs, roofs, ladders, and inspect mechanical areas.
• Ability to occasionally lift up to 50 pounds.
• Ability to work both indoors and outdoors in varying weather conditions.
