Job Title:       Nuisance Enforcement Officer/Police Officer

Department:  Police Department

Supervisor:    Corporal, Sergeant, Police Chief

FLSA Status:  Non- Exempt

Salary:            $42,812.00 - $57,920.00

POSITION SUMMARY

A Smithfield City Nuisance Enforcement Officer is a civilian position, acting with full authority as prescribed by Utah State Statute 77-7-18.  This position can also be Sworn in as an officer following the POST requirements.  The SCPD Nuisance Enforcement Officer exercises limited discretion in performing specified nuisance related functions and activities in accordance with the agency’s community-oriented policing philosophy.  Those functions particular to nuisance enforcement include: locating and identifying violations of the Smithfield City Municipal Code, addressing sanitary ordinances, safety and health problems. Handle complaints regarding weeds, brush, trash and abandoned vehicles and business license violations.  Patrol for stray animals, responding to animal related calls for assistance, protection of life and property, detecting violations of municipal animal control ordinances and state animal control statutes, problem solving through public awareness and education, and efficiently utilizing departmental equipment and other available resources to prevent and/or reduce animal control problems.  The Nuisance Enforcement Officer works under the specific supervision of the Chief of Police.                                 

ESSENTIAL RESPONSIBILITIES AND DUTIES 

Response to nuisance related incidents:

  1. Physically respond to calls regarding nuisance violations.
  2. Apply state and local laws as required by duty and responsibility.
  3. Initiate enforcement action when nuisance violations are reported or are observed.
  4. Prepare written documents, i.e., reports, citations or warnings, affidavits, etc.
  5. Employ the use of computers, phones, radios, and other technological devices.
  6. Drive and operate assigned nuisance enforcement vehicles and equipment.
  7. Exercise appropriate verbal and physical use of force tactics and techniques.
  8. Issue verbal reports, testimony, educational information, warnings, directives, commands, instructions, etc., publicly, or privately, formally, or informally.

 

Response to animal related incidents:

  1. Physically respond to calls for animal control service and assistance.
  2. Apply state and local laws as required by duty and responsibility.
  3. Initiate enforcement action when violations of animal control laws occur.
  4. Capture wild or domestic stray, loose, injured, vicious, or unwanted animals using a variety of techniques and equipment.
  5. Handle, manage, and prepare tranquilizing and euthanasia chemicals.
  6. Euthanize animals.
  7. Deliver animals picked up to a viable animal impound shelter.
  8. Pick up and dispose of dead or injured animals.
  9. Prepare written documents, i.e., reports, citations or warnings, affidavits, etc.
  10. Employ the use of computers, phones, radios, and other technological devices.
  11. Drive and operate assigned animal control vehicles and equipment.
  12. Handle, use, and qualify with designated firearms and other weapons.
  13. Exercise appropriate verbal and physical use of force tactics and techniques.
  14. Issue verbal reports, testimony, educational information, warnings, directives, commands, instructions, etc., publicly, or privately, formally, and informally.

 

Essential Responsibilities and Duties also include:  

  1. Perform tasks as assigned by the Corporal, Sergeant, and Chief of Police.
  2. Keep up to date on current developments in municipal code, animal control laws and ordinances, case law, search and seizure, and any other rules or regulations related to municipal ordinances and animal control law enforcement practices.
  3. Before beginning tour of duty, obtain essential information and incidents occurring since the last tour of duty; sanitize cages, shelter, and truck; prepare personal protective clothing such as gloves, goggles, face shields, etc.
  4. Meet all minimum performance requirements established by Smithfield City and SCPD policies and procedures.
  5. Arrive on duty on time, able to perform all physical and mental requirements of the job.
  6. Initiate or further the investigation of any reports of nuisance violations or issues.
  7. Initiate or further the investigation of any reports of animal control issues or violations.
  8. Assist patrol officers with nuisance complaints and animal control matters as requested.
  9. Patrol for nuisance violations and animal control enforcement purposes, set traps and snares, and respond to calls for assistance.
  10. Receive and implement orders and directives from the Corporal, Sergeant, or Chief.
  11. Complete detailed incident reports, criminal affidavits, and other reports as required.
  12. Conduct thorough investigations as assigned and within the scope of responsibility.
  13. Identify, collect, and preserve evidence and property.
  14. Secure dangerous scenes such as vicious animals, animals causing traffic hazards, roaming danger animals, wildlife encroaching into residential areas, etc.
  15. Represent the SCPD in various community functions.
  16. Become acquainted with as many members of the community as possible.
  17. Be readily assessable to public contacts.
  18. Treat members of the public with courtesy, professionalism, and integrity.
  19. Identify animal problems or issues stemming from animals that put human safety at risk.
  20. Determine appropriate actions and solutions to such problems.
  21. Set traps to capture loose pets/animals.
  22. Euthanize unclaimed and unwanted animals by injecting appropriate drugs in the required dosage, according to Smithfield City ordinance or policy.
  23. Ensure proficiency with firearms as allowed and other equipment as required and maintain equipment ensuring they are in good working and presentable condition.
  24. Participate in job training to enhance skills, abilities, and knowledge.
  25. Report all serious or unusual occurrences immediately to a supervisor.
  26. Implement directives which promote and support the SCPD mission, ethics, and values.
  27. Maintain a working knowledge of and comply with all SCPD policies and procedures.
  28. Promote teamwork.
  29. Communicate to the chief and fellow officers all information pertinent to the achievement of nuisance enforcement and animal control enforcement objectives.
  30. Take part in team building activities with officers and SCPD employees.
  31. Actively support and participate in SCPD performance appraisals.
  32. Operate city vehicles and other equipment in a safe, defensive, and efficient manner.
  33. Practice good safety procedures and take necessary safety precautions.
  34. Submit equipment requests for approval.
  35. Implement community policing philosophy:
  36. Attend community meetings/ceremonies as invited.
  37. Facilitate problem solving strategies for community quality of life issues related to nuisance/animal issues.
  38. Visit with animal owners and their neighbors to explain city codes and ordinances related to animal control, discuss problems, aid in resolving pet/animal related problems, and provide information regarding the consequences for violating animal control codes/ordinances.

 

MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE AND CERTIFICATIONS

  • High School GED or equivalent
  • Must possess a valid driver's license
  • If you are also being certified as a police officer, you must be LEO POST certified as a peace officer by your start date of employment.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge:

  • Knowledge of municipal, county, state and federal statutes, codes, and ordinances.
  • Knowledge of law enforcement principles and practices including patrol functions, search and seizure, identification, report preparation, custody of animals and property.
  • Knowledge of equipment used in animal control including firearms, dart guns, catch poles, etc., communications, computers, recorders, photography, and automotive equipment.

Skills:

  • Skills in establishing and maintaining effective working relationships with public and private officials including government, law enforcement agencies, courts, city and county officials, criminal justice system staff, schools, businesses, and community members.

Abilities:

  • Ability to read and write English; analyze, and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • See, draw, compare shapes such as brands, and other animal markings
  • Write routine reports and correspondence. Ability to speak effectively before staff, peers, and citizens.
  • Appear in a courtroom setting and provide accurate and discernible verbal testimony relating to the events of an investigation.
  • Effectively present information and respond to questions from attorneys, employees, victims, and citizens.
  • Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, percent, and to draw and interpret graphs.
  • Ability to define and solve practical problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret a variety of concrete variables in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS/WORK ENVIRONMENT

While performing essential functions of this job, the nuisance enforcement officer is required to, with intermittent and/ or frequent occasion, to:

  • Sit for extended periods of time.
  • Capture, manage, and control dogs and cats of various breeds and sizes by extending and stretching.
  • Herd domesticated animals such as cattle, horses, sheep, chickens, mules, etc.
  • Walk, stoop, kneel, crouch, crawl, pull, lead an animal, climb such as scaling a six-foot fence or ladder, and/or balance.
  • Scrub, sweep, use shovel, rake, brooms, power hose, and various other tools and utensils
  • Reach, use hands to finger, handle, manipulate, pull, feel, and lift and/or move up to 75 pounds, with an occasional need to lift and/or move 100 pounds or more
  • Drive an automobile, exit from, and enter into or upon an automobile (pickup) to include driving seat, passenger areas, and truck bed.
  • Read, write, listen, and speak English.
  • Hand to eye coordination.
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
  • Regularly, the employee will be required to wear and/or carry specialized clothing and equipment which can be heavy, uncomfortable, warm, and bulky.
  • Kill raccoons, bats, rodents, reptiles, and skunks.

While performing the duties of this job, the nuisance enforcement officer is regularly exposed to environmental factors with exposure varying in frequency, intensity, and duration:

  • Exposure to fluctuating weather, traffic, dust, noise, fumes, and odor conditions.
  • Noise levels are usually moderate to low.
  • Acute emergency situations.
  • Blood and other animal body fluids.
  • Control substances used for injecting animals
  • Cleaning solvents and sanitation chemicals; mix solvents and chemicals in accordance with manufacture guidelines
  • Pesticides to include preparing and dispensing.
  • Wild animals such as reptiles, snakes, owls, hawks, eagles, rodents, deer, moose, cougars, raccoons, skunks, bats, squirrels, badgers, etc.
  • Abused, frightened, neglected, sick, contaminated animals
  • Vicious animals.
  • Dead, decaying animal carcasses.
  • Animal infections and diseases
  • Infection exposure is usually low to moderate.
  • Rabies
  • Firearms, traps, needles, and a variety of restraining devices and traps.
  • Circumstances and situations requiring the use of specialized protective clothing and equipment.
  • Needles
  • Due to the fluctuation in frequency, intensity, and duration of certain calls for service and assignments, some periods of moderate to high stress are expected.
