Summary

You will serve as a CONTRACT SPECIALIST in the RESOURCE MANAGEMENT DEPARTMENT, ACQUISITON AND LOSISTICS MANAGEMENT DIVISION, NAVAL EDUCATION AND TRAINING PROFESSIONAL DEVELOPMENT CENTER (NETPDC) of NETPDC.

Qualifications

GS-09:

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Working knowledge of the Federal Acquisition Regulation (FAR) and agency-specific implementing instructions; 2) Applying knowledge of contract administration principles, practices, and procedures; 3) Performing work independently within established procedures to manage assigned contracts, carrying out recurring assignments without detailed instruction; and 4) Researching procurement regulations to identify solutions to problems, escalating only unusual or unprecedented situations to a supervisor.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating knowledge of contracting laws, Comptroller General decisions, and Federal/DoD/GSA regulations sufficient to select procurement strategies, tailor special provisions, and negotiate fair and reasonable prices; 2) Applying knowledge of Federal Information Processing (FIP) regulations and laws applicable to automated data processing (ADP) supply and service contracting; 3) Mastering of varied contracting types (including formal advertising, negotiation, fixed-price, and cost-reimbursable) involving complex factors like limited competition, contract periods exceeding one year, and government-furnished property; 4) Understanding of contract administration principles to independently monitor performance, evaluate contractor proposals, resolve delivery delays, and handle complex actions like contract changes, claims, and termination settlements; 5) Performing independently plan the procurement approach, establish pricing objectives, and exercise judgment to interpret and apply complex guidelines where direct precedents may not exist; and 6) Communicating effectively to advise command departments, answer formal inquiries/protests, explain policy to contractors, and effectively persuade parties to reach compromises on technical, cost, or performance disputes.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

GS-9:

2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

GS-11:

3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
