HUMAN RESOURCES GENERALIST

DEFINITION

The Human Resources Generalist proactively provides a full spectrum of Human Resources guidance and counsel to assigned customer departments to include support in the areas of selection & hiring, employee benefits, policy interpretation, performance management and progressive discipline, and other HR programs. Serves as process owner and subject matter expert in specific HR areas such as: risk and safety programming, employee recognition, HRIS systems, or other areas as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from the Human Resources Manager and informal direction and oversight from the Senior HR Generalist.

ESSENTIAL JOB FUNCTIONS

With guidance and support from the HR Manager, serve as the primary contact point for all HR questions, issues, and projects for assigned customer departments. This includes areas such as: Recruiting, selection, and hiring - Posting jobs, reviewing candidates, coordinating interviews, and providing advice and guidance for selection decisions. Onboarding and orientation – obtaining and verifying all required employee data for entry. Participating in employee orientation sessions. General policy and program interpretation. Time and attendance and payroll guidance. Workers Compensation claims filing and follow-up Performance Management and progressive discipline support for employees and supervisors Assisting employees with separation process (COBRA, TMRS, etc.) Participation in coordination and communication of employee programs and events. Provide and receive support and cross-training to other HR team members on areas of expertise to maintain a high level of service to our customers. Contribute to other projects, assignments, and processes as needed.

PHYSICAL REQUIREMENTS

For indefinite periods of time - mobility within an office; exposure to constant noise; writing; walking; typing; stooping; standing; sorting; squatting; sitting; seeing; pushing, pulling, lifting and carrying up to 20 pounds; filing; reading; decision making; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person, and by telephone; fine finger manipulation; operation of a personal computer, printer, calculator, copier, and various other office machines.

QUALIFICATIONS

Knowledge of: Appropriate software systems to include Microsoft office applications and human resources specific systems such as employee data management and applicant tracking tools. English usage, grammar, spelling, and punctuation Modern office methods, procedures, equipment, and business letter writing Organization, procedures, and operating details of the Human Resources Division Human Resources principles, procedures, and best practices. Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process Principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction Ability to: Communicate clearly and concisely, both orally and in writing. Work cooperatively with other departments, City officials, and outside agencies. Interpret and apply administrative and departmental policies, and rules. Work independently, in the absence of supervision. Compile and maintain complex and extensive records and prepare reports Analyze situations carefully and adopt effective courses of action. Understand and carry out oral and written directions. Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. Skill in the areas of: Communication and customer service Strategic thinking Analysis of complex issues including both qualitative and quantitative Judgment Confidentiality Problem solving

TRAINING AND EXPERIENCE

A combination of experience and formal education in the field of Human Resources is required, such as: Three (3) years of experience in a human resources role Associate’s degree or higher in an applicable field. Municipal Human Resources experience is strongly desired.

LICENSES AND CERTIFICATES

Professional certification is desired (HRCI, SHRM, PRIMA, etc.)
