Chief Financial Officer
Responsible for oversight of all financial and business affairs of the district. Provide leadership for the district's financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Serve as chief financial advisor and budget advisor to the superintendent and board of trustees. Manage key functions in the Business office including the following: Accounts Payable, Budget and Financial Planning, Finance & Accounting, Fixed Assets, Payroll, Special Revenue, Debt & Treasury Management and Tax Collections.
Education/Certification: Minimum of a Bachelor's degree, with major in a business-related area, or other related field. Master's degree in a related field from a regionally accredited institution preferred.
Experience/Qualification: Previous CFO experience required. Five (5) years of supervisory responsibility in the fields of finance and accounting. Experience in Texas public school finance preferred.
Special Knowledge/Skills: Advanced knowledge of school finance, budgeting, accounting systems, and economics. Knowledge of information/data processing systems and financial applications. Ability to resolve conflict, listen, and appropriately respond to concerns. Demonstrated leadership skills. Ability to manage budget and personnel. Ability to implement policy and procedures. Ability to interpret data. Excellent communication, public relations, and interpersonal skills.
Major Responsibilities and Duties:
School/Organizational Climate:
1. Develop long and short-range objectives and goals for the business operations of the School District
2. Keep the Superintendent informed on the business affairs of the District
3. Develop and maintain positive staff morale with the business office staff
School/Organizational Improvement:
4. Plan and conduct needs assessments for growth and improvement of the District business operations
5. Ensure that the business operations are supportive of the District objectives
6. Delegate business office functions to Directors/lead staff
7. Evaluate the performance of the Directors/lead staff, suggesting ideas for growth and improvement as well as recognizing exemplary performance
8. Determine that staff complies with federal and state laws and regulations and district policies and procedures
9. Assist in the recruitment, employment, assignment, and training of office employees
Administration and Fiscal/Facilities Management:
10. Act as advisor to the Superintendent on questions related to financial affairs of the District
11. Keep informed of and comply with all state and District regulations and policies concerning public education business administration
12. Provide leadership and management for multiple finance functions as listed in primary purpose
13. Provide leadership to achieve cost-effective practices throughout the District
14. Assist administrators of individual schools with the management of school financial affairs
15. Be responsible for maintenance of an accounting and payroll system that complies with all federal, state, and local guidelines
16. Be responsible for bidding the depository contract, overseeing depository bank, and checking the securities pledged to assure that District funds are protected
17. Compile District, campus, and program budgets and cost estimates; prepare and submit financial reports
Communication:
18. Ensure that established goals and expectations related to District operations are communicated clearly, consistently, and in a timely manner.
Employee Relations:
19. Use management practices that promote collegiality, teamwork, and collaborative decision making among staff
20. Develop and implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them
21. Assist in interpreting District policies and administrative procedures to the District staff, the public and interested parties
22. Ensure that required training is administered to auxiliary staff
23. Work with others to compile and report projections of staff needs
24. Develop and support a culture of equity and equality
25. Prepare, review, and revise job descriptions of assigned departments as needed
26. Evaluate job performance of employees to ensure effectiveness
27. Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal
Policy, Reports, and Law:
28. Review and recommend appropriate policies, administrative regulations, and administrative practices for the areas supervised.
29. Implement the policies established by federal and state laws, State Board of Education rule, and local Board policy in the areas assigned.
30. Compile, maintain, and file all physical and computerized reports, records, and other documents required including preparing and evaluating monthly financial statements and related budget reports, preparing quarterly and final reports for all federal funds and grants, developing semi-annual financial information for submission of data to TEA, and preparing and publishing comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.
Safety:
31. Ensure that safety standards are maintained in conformance with federal, state, and insurance regulations and a District-wide preventive safety program is developed and implemented
32. Follow District safety protocols and emergency procedures
Other:
33. Attend Board meetings regularly and make presentations to the Board as requested
34. Participate in professional development activities administered by the District

Supervise and evaluate job performance of employees to ensure effectiveness
Performance of the position will be evaluated annually in accordance with the requirements of state law and local Board of Trustee policy
Working Conditions: Mental Demands/Physical Demands/Environmental Factors: Work with frequent interruptions; maintain emotional control under stress; normal office environment, numerous phone calls, subject to frequent deadlines; frequent district-wide travel; Some regional travel occasional prolonged and irregular hours, some exposure to environmental extremes. Follow district safety protocols and emergency procedures; Other duties as assigned
