Associate Civil Engineer

Position Summary The City of Carson seeks an eligible candidate for the position of Associate Civil Engineer. This position is continuous until filled. Applicants must hold a valid Civil Engineering license (PE) in the State of California and possess at least five (5) years of professional civil engineering experience, including design and construction of infrastructure projects. A Bachelor of Science in Civil Engineering or a related field is required. Responsibilities Develop comprehensive plans for the design and construction of major public works projects. Serve as project engineer for assigned projects, planning and organizing design and construction of major public works facilities. Coordinate and monitor project progress to ensure timely clearance of permits, acquisitions/rights‑of‑way, specifications, contracting, and budget monitoring. Coordinate activities with other departments and outside agencies to obtain necessary approvals. Participate in the selection process for consultants and contracts. Act as contract administrator on capital projects. Participate in the development of plans, specifications, and estimates for public works projects. Inspect project sites to assist in resolving difficult problems. Interpret specifications and city policy. Review plans for construction prepared by private engineers. Prepare various applications for State and Federal grants. Assist in the preparation of capital improvement plans and budgets. Prepare necessary Council agenda items. Confere with staff regarding project priorities and programs. Provide information to and consult with the public. Perform related duties as required or necessary. Qualifications Education and/or Experience: Bachelor of Science (BS) in Civil Engineering or related field and at least three (3) years of full‑time professional civil engineering experience. Experience and education in a related field may be substituted on a year‑for‑year basis. Knowledge: Principles and practices of civil engineering; modern methods and techniques for design, construction, maintenance, and contract administration of public works projects; grant‑in‑aid programs; computer‑aided design (CAD); design and construction of major public works facilities. Skills and Abilities: Administer and coordinate engineering section activities; communicate effectively in writing and orally; establish and maintain effective working relationships; legally operate a motor vehicle in California. License and Certification Possession of a valid California Class C driver’s license is required. Employees will be enrolled in the DMV Government Employer Pull Notice Program. Possession of a certificate of registration as a professional civil engineer in the State of California (PE license) is required. Working Conditions Must meet approved minimal physical and medical standards. Vision (corrected or uncorrected) is required to read small print. Perform lifting, pushing, and/or pulling up to 50 pounds infrequently. Subject to indoor and outdoor environmental conditions. May be required to use city or personal vehicle during employment. May need to attend periodic evening meetings and/or travel within and outside city boundaries. Benefits 100% fully paid family medical (KAISER family rate). CalPERS retirement. 4‑10 work schedule. Tuition reimbursement up to 100% equivalent to CSUDH. Full‑time retiree medical after 10 years of service.
