POSITION SUMMARY
The Certified HVAC Technician works under the guidance and direction of the Facility Manager or designee of the Echo Cliffs Health Center. The incumbent is to install, test, inspect, and repair any refrigeration air handling and air conditioning equipment which includes providing electrical maintenance, planning, safety, and oversight of critical emergency electrical systems and operations. Troubleshoot heating‑cooling system malfunctions with users to isolate problems or to verify that malfunctions have been corrected. Record and report all faults, deficiencies, and other unusual occurrences, as well as the time and materials expended on work orders. Perform preventive general maintenance procedures such as cleaning, power-washing and vacuuming equipment, oiling parts, and changing filters and ensure indoor climate and air quality control systems operate safely and efficiently. Scheduled work hours are (24 hour coverage) rotational, day or night shifts, weekends, holidays and occasional overtime. Will also be scheduled for on‑call plant coverage (begins Monday evening at 6pm and ends on Monday morning of the following week at 6am). QualificationsNECESSARY QUALIFICATIONS
Education: High School Diploma or GED Certifications: Certificate of graduation from Air Condition Refrigeration Mechanic Technical School as a Journeyman Air Condition and/or Refrigeration Mechanic Must have and maintain a valid universal certification in EPA Refrigerant Recovery Must have and maintain a current valid driver’s license without restrictions throughout employment Experience: Must have three (3) years of verifiable commercial HVAC associated electrical work experience with knowledge of the various gauges, sizes, and types of wire, conduit, fittings, boxes, circuit breakers, relays and other electrical supplies and devices Require basic familiarity with electronics and electrical HVAC components including refrigerants. Other Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas: Positive working relationships with others Possession of high ethical standards and no history of complaints Reliable and dependable; reports to work as scheduled without excessive absences Must have the ability to read, write, understand and follow written and verbal instructions Must be able to work with little or no supervision Excellent verbal and written communication skills; capable of maintaining multiple communication channels Must have strong understanding of thermodynamics, the refrigeration cycle, electrical schematics, and air distribution systems. Basic computer skills and literacy for communication purposes, records management, forms processing, and ordering parts Must follow department safety guidelines and procedures as established and directed by management Completion of and, above-satisfactory scores on all job interviews, demonstrating to the satisfaction of the interviewees and TCRHCC that the applicant can perform the essential functions of the job Successful completion of and positive results from all background and reference checks, including positive employment references from authorized representatives of past and current employers demonstrating to the satisfaction of TCRHCC a record of satisfactory performance and that the applicant can perform the essential functions of the job Successful completion of fingerprint clearance requirements, physical examinations, and other screenings indicating that the applicant is qualified to be employed by TCRHCC and demonstrating to the satisfaction of TCRHCC that the applicant can perform the essential functions of the job Submission of all required employment-related documents, applications, resumes, references, and other required information free of false, misleading, or incomplete information, as determined by TCRHCC. ResponsibilitiesESSENTIAL FUNCTIONS
Installs, test, inspects, services and repairs various commercial type refrigerators, freezers, air conditioners, evaporative coolers, drinking fountains, ice machines, and the morgue refrigerator. Cleans and replaces air filters, winterizes evaporative air condition units, de‑scale coils adjust temperature controls. Repairs refrigerator leaks, evacuates and charge refrigerant systems. Welds, brazes replacement components and broken parts. Test pipe or tubing joints and connections for leaks, using pressure gauge or soap‑and‑water solution. Join pipes or tubing to equipment and to fuel, water, or refrigerant source, to form complete circuit. Wrap pipes in insulation, securing it in place with cement or wire bands. Install auxiliary components to heating‑cooling equipment, such as expansion and discharge valves, air ducts, pipes, blowers, dampers, flues and stokers, following blueprints. Performs preventative maintenance (PM) services on air conditioning, split unit systems, refrigerant equipment documents services on equipment for PM or performance by contractors including electrical PM activities. Conducts annual, quarterly, monthly, and weekly required inspections of electrical devices, exit lights and emergency lighting, fire alarm systems. Provide preliminary sketches and cost estimates for materials and services; orders and maintains adequate inventory of materials and parts. Installs, modifies, repairs, maintains, troubleshoots, tests, and loads new and existing HVAC electrical lines, circuits, systems, and associated fixtures, equipment, controls; all secondary power distribution lines and circuits used to supply a wide range of voltage, amperage, phase, and frequency requirements, to distribution panels. Perform minor maintenance as needed. Takes CFM reading to the isolation and other rooms as required; calculating, recording and reporting the air changes per hour. Maintains and updates records of all the fire alarm systems, fire sprinkler systems, fire extinguishers and fire suppression systems. Check operation of safety equipment such as flame extinction, renewal of firebox rings, automatic re‑ignition, and purge type combustion safeties, filters in air handler units, etc. Operates basic test equipment such as signal generators, signal tracers, air pressure monitors, and read schematics of uncomplicated assemblies to determine locations of defective electronic parts and circuits. Works on construction & in‑house projects related to assemble, install and wire new heating ventilation air conditioning, and refrigeration units according to technical specifications and blueprints. Assists in the planning, design and specifications for installation of Electrical, Medical, Mechanical and HVAC equipment. Follows engineering blueprints on new construction projects or remodeling. Lays‑out and constructs mechanical system, plans, purchases and assembles to latest construction and code requirements. Makes necessary alterations to existing mechanical systems to facilitate additional safe expansion and addition of needed services. Uses hand power tools and equipment to cut and drill holes in floors, walls, and roof to install equipment. Place conduit (pipes or tubing) inside designated partitions, walls, or other concealed areas; pulls insulated wires or cables through the conduits. Construct and fabricate parts; fasten small metal or plastic boxes to walls to house electrical switches or outlets. Provide assistance during emergencies by operating floodlights and generators, placing flares, and driving needed vehicles. Will assist other trades of electrical, plumbing, carpentry, mechanical, etc. in emergency situations. Responds to system failures and performs prompt repairs, which may require on‑call, evening, or weekend scheduling. Advise management on whether continued operation of equipment could be hazardous. Complies with all applicable standards, policies, and procedures, including safety procedures and the maintenance of a clean work area per ICRA and PCRA requirements. Monitors and controls the environment in remote buildings from a computerized building automation system (BAS) by adjusting operating temperatures and airflow plus starting and stopping of fans. Monitors zone temperatures for critical hospital and research operations. Remotely manages/controls building climate through the direct digital control. Troubleshoots and diagnose building system problems using the BAS system. Operates and maintains 350 ton chillers which supply chilled water to building AC systems. Start, stop, and regulate the AC chillers and other related support equipment. Performs general preventive maintenance on auxiliary equipment and components. Knows when to take chillers, pumps, and air handlers, offline, or to place additional ones online to meet load requirements. Provide assistance to Boiler Operator by completing log sheets of operations, boilers, chillers, and prepare and submit written reports on work performed, condition of equipment inspected and other subjects that should be attended to by other work group. Records water condition tests, and chiller oil level and oil pressure, water temperature entering and leaving condensers, volt and ampere readings, vacuum pressure, refrigerant temperature, and level, high- and low-pressure readings, humidity, and other readings. Responsible for recording pressure and levels of Liquid Oxygen system, Liquid Propane, Diesel Fuel, and performs chemical analysis of water conditioning. Maintains air pressure systems by measuring static pressure with specialized manometers, clearing obstructed ducts, testing for refrigerant leaks with nitrogen, and calibrating systems airflow. Operates, troubleshoots, and performs preventive maintenance of hydronic boilers, a water boiler, any auxiliary boiler equipment, and components utilizing a laptop computer and other methodology. Check system for leaks. Temperature readings on incoming and outgoing water systems. Adjust thermostats and humidifiers for heating, cooling, and ventilation systems; post readings to charts maintained in machine rooms, etc. Replace thermostats; inspects and regulates various types of pumps. Completes work order requests as assigned and closes work orders out in a timely manner. Records & documents refrigerant as required. Complete assigned preventive maintenance program duties and other preventive maintenance duties as assigned. Participates in call‑back in case of emergencies related to building utilities systems and other building maintenance related emergencies as defined by management. Ensure proper PPE is worn at all times while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH‑approved N95 filtering facepiece respirator or higher, if available), and eye or face shield. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly (see CDC website for most current updates) Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
