Budget Analyst.

Duties Administers complex, multi-sourced budgets (appropriations, revolving, and reimbursable funds) and provides strategic advice to leadership regarding funding issues, legislative impacts, and budget limitations. Develops the annual district operating budget, ensuring gross and net charges are accurately formulated through comprehensive coordination across all internal offices. Monitors actual expenditures against budgeted amounts for overhead accounts, investigates significant variances, and collaborates with organization chiefs to implement necessary remedies. Analyzes program guidance from higher headquarters for military and civil functions, ensuring that all data, estimates, and execution plans comply with prescribed laws, policies, and regulations. Tracks fund utilization trends, prepares periodic cost and performance reports, and delivers formal budgetary briefings to the Commander, PBAC, and other key officials. Requirements Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
