Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Commissioner located in Washington, DC. Responsibilities Customs & Border Protection (CBP): Securing America's Borders The Department of Homeland Security (DHS) is calling on those who want to help protect American interests and secure our Nation. Typical duties include: Advises OTR management on major CBP trade programs, and acts as a liaison to key external stakeholders to disseminate information and solicit feedback. Reviews and evaluates policies in assigned areas of responsibility by conducting research and using management theories. Plans, conducts, or participates in special studies on CBP and industry task forces, committees, and working groups and provides expert assistance to headquarters and field office staff. Serves as the expert/advisor when representing OTR and CBP at meetings and conferences as directed by OTR Executive Director and/or Deputy Executive Director. Develops and prepares briefing memoranda issue/concept papers and other supporting documentation to prepare OTR management, Deputy Commissioner, and Commissioner for meetings, conferences, and other events, and ensures information is accurate, concise, and timely. Evaluates new and proposed trade legislation, executive orders, DHS and/or CBP directives and other agency decisions for their effect on external trade stakeholders. Prepares talking points and impact statements for management's consideration. Qualifications Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Preparing comments and impact statements and recommendations on these issuances for executive and managerial considerations. Directing the review of all submissions for substance, conformance with instructions, completeness and authorizations Issuing, maintaining and controlling final planning and controls documents and their amendments. Serving as the assistant advisor when representing stakeholders at meetings and conferences. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing, implementing, and evaluating management policies and programs that internal and external stakeholders. Providing analytical support and advice to executive management regarding complex program activities, including statistical research, performance management, and the development of information systems. Evaluating the content of new or modified legislation to determine its impact on agency programs, policies, and operations. Planning, developing, and coordinating management briefings, presentations, and conferences for executive leadership, ensuring the accuracy, timeliness, and conformance of data submissions and program controls. You will receive credit for all qualifying experience, including volunteer experience.
