The Oil Conservation Division of EMNRD regulates oil and gas activity in New Mexico. The Division's core responsibilities include issuing permits for new wells, enforcing state and division rules, collecting data on well production, managing the spill reporting process, ensuring abandoned wells are properly plugged, and requiring the responsible restoration of land affected by oil and gas operations.


This position is part of the Division's Engineering Bureau and oversees the field compliance program which includes assigning and supervising field personnel, analyzing issues for accuracy and developing solutions and recommendations and overall monitoring of the enforcement process. The geoscientist personnel supervised by this position are responsible for technical review and oversight of oil and gas operations: analyze information, perform well and facility file reviews, well and facility inspections for compliance; witness testing such as MIT and bradenhead testing; witness well plugging; help identify leaks, releases, and incidents for the OCD Environmental Bureau to investigate; review OCD paperwork and data entry; and other duties as assigned. This position ensures compliance with state and federal laws regulations and standards.

Why does the job exist?

This position oversees and manages the Oil Conservation Division's (OCD) Engineering Bureau's Field Inspections Program. This position primarily will: assign and directly supervise the work of the Field Inspections Program; interview and recommend selection of applicants; conduct training of personnel; act upon leave requests, conduct performance evaluations, and administer disciplinary actions. This position will have the expertise to: coordinate and implement the Field Inspections Program with OCD staff to meet legal requirements; advise senior management on legal and management issues, policies and rules, and have in-depth familiarity with the Oil and Gas Act and Rules. This position primarily will direct and manage well and facility file reviews, well and facility inspections for compliance; witness testing such as MIT and bradenhead testing; witness well plugging; help identify leaks, releases, and incidents for the OCD Environmental Bureau to investigate; review OCD paperwork and data entry; and other duties as assigned.


How does it get done?

This position will spend the majority of it's time either managing field personnel or inspecting oil and gas sites, performing required testing.

The candidate should have expertise in the principles of regulatory reviews, oil and gas operations and engineering principles, and is passionate about helping the state identify and implement oil and gas regulations in an effort to protect human health, the environment, and the proper utilization of New Mexico resources during oil and gas operations. The ideal candidate should have:

-Experience in the oil and gas industry
-Regulatory Experience
-Critical Thinking


Minimum Qualification

Bachelor's degree in Geology, Geochemistry, Hydrology, Hydrogeology, Chemistry, or Environmental Science, and three (3) years of experience directly related to the purpose of the position at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.


Employment Requirements

Must have a current Driver's License and obtain a Defensive Driving Certificate.
