HUMAN RESOURCES SPECIALIST

GENERAL STATEMENT OF DUTIES: Performs professional and technical work in the implementation and administration of daily operations of a full range of human resource programs and services. The incumbent works under the general direction of the Human Resources Director or Assistant Director giving assistance in the areas of advertising, recruitment, onboarding, employee leave, and benefit administration, as well as including but not limited to, personnel file maintenance, records management, performance evaluations, and general office functions. This position may have City-wide focus or be assigned as a liaison to specific departments. Assists in planning and preparing human resource and civil service activities by conducting studies and making recommendations. Assists in the administration of position classification and pay plan and fringe benefits data. Assists as required in human resource audits, surveys, metrics recording, and special events. Studies and analyzes requirements of jobs; prepares and revises job specifications. Ensure proper hiring procedures are followed as provided by the City’s Civil Service Rules and other governing documents. Writes employment/recruitment ads; attends recruitment fairs as required. Reviews applications for employment checking for adherence to minimum training and experience qualifications. Responds to inquiries and correspondence regarding recruitment, selection, benefit enrollments and related inquiries. Processes pre-employment applicant backgrounds, medical exams, employment verification and reference checks. Maintains documentation relative to human resource functions, such as staffing, benefits, training, personnel actions, and performance evaluations. Routes personnel action forms, prepare reports, and maintain tracking logs. Supports maintenance of HRIS; inputs information and data, and compiles queries and reports. Maintains, personnel, medical, and confidential files of both current and former employees. Creates files for new hires. Follows record retention schedule. Provides employee orientation; explains City policies, benefit packages, and employment information to employees. Other duties as assigned. May be required to work nights and/or weekends. Bachelor's degree in Public Administration, Business Administration, Human Resources Management, or a related field, plus a minimum of one year of experience in human resource work related to the area of specialization at time of vacancy. OR Associate’s degree or 60 college credit hours in Public Administration, Business. Possession of a valid Florida driver's license. Knowledge of Human Resources Administration, including some knowledge of accepted methods and practices of recruitment, selection, testing, training, and benefits programs. Knowledge of research techniques and the sources available of current information. Ability to analyze personnel administration problems and to recommend appropriate courses of action. Ability to understand and follow complex oral and written instructions. Ability to work with confidential data and maintain such confidentiality. Ability to deal with sensitive issues. Ability to learn and stay current on trends and practices in human resources, as required by assignment. Ability to interpret and explain personnel policies, administrative regulations, Civil Service Rules, federal and state laws. Ability to design and install procedures and forms. Ability to make proper decisions independently in the absence of the Human Resources Director and/or Human Resources Assistant Director. Ability to express oneself clearly and concisely, orally and in writing. Ability to operate a computer; Ability to drive a car.
