Join our team at The Ohio Recovery Collective in Steubenville, Ohio! The Ohio Recovery Collective, a proud member of Quadrant Health Group , is seeking an experienced and compassionate Clinical Director to provide leadership and oversight of our clinical programs and ensure the delivery of high-quality, evidence-based behavioral health and substance use disorder treatment.
The Clinical Director reports directly to the Executive Director and works collaboratively with the Medical Director, Director of Nursing, Operations, Admissions, Human Resources, and other members of the interdisciplinary treatment team to promote clinical excellence, regulatory compliance, continuity of care, and positive client outcomes.
This position provides leadership for clinical programming while fostering a trauma-informed, person-centered, ethical, and recovery-oriented treatment environment.
Position Summary
The Clinical Director is responsible for the overall leadership and oversight of clinical services, including clinical programming, staff supervision, treatment planning, documentation integrity, regulatory compliance, quality improvement, and implementation of evidence-based treatment practices.
The Clinical Director ensures that clinical services are provided in accordance with applicable Ohio laws and regulations, professional licensing requirements, federal confidentiality requirements, accreditation standards, and organizational policies.
This role supports compliance with:
- Ohio Department of Behavioral Health (DBH) requirements applicable to behavioral health and substance use disorder treatment services.
- Applicable Ohio Administrative Code requirements governing behavioral health and substance use disorder services.
- Applicable Ohio professional licensing board requirements and standards of practice.
- Federal confidentiality requirements, including HIPAA and 42 CFR Part 2 .
- The Joint Commission (TJC) and/or CARF accreditation standards, as applicable.
- Organizational quality, safety, ethical, and clinical standards.
Key Responsibilities
Clinical Leadership & Oversight
- Provide leadership and oversight for all clinical programming and counseling services.
- Direct and support the day-to-day delivery of behavioral health and substance use disorder treatment services.
- Supervise, mentor, and evaluate therapists, counselors, case managers, and other assigned clinical staff.
- Ensure services are delivered using evidence-based, trauma-informed, person-centered, and recovery-oriented approaches.
- Collaborate with the interdisciplinary treatment team to determine appropriate levels of care and individualized treatment needs.
- Oversee comprehensive assessments, treatment planning, ongoing clinical evaluation, discharge planning, and coordination of care.
- Review and approve treatment plans, progress notes, discharge plans, and other clinical documentation as required.
- Monitor clinical caseloads, group programming, and treatment schedules to ensure appropriate utilization of clinical resources.
- Ensure timely completion of assessments, treatment plans, progress documentation, utilization reviews, and discharge planning.
- Provide clinical guidance and support for complex cases, crisis situations, and treatment-related decisions.
Clinical Supervision & Staff Development
- Provide clinical supervision and leadership to assigned clinical personnel within the scope of the Clinical Director's Ohio license and supervisory credentials.
- Provide or coordinate required supervision for licensed, independently licensed, and/or trainee-level clinical personnel, as applicable.
- Ensure clinical supervision is provided and documented in accordance with applicable Ohio licensing board requirements.
- Recruit, interview, onboard, train, supervise, and develop clinical staff.
- Conduct performance evaluations and provide ongoing coaching, feedback, and professional development.
- Identify opportunities for staff development and implement training or performance improvement plans as appropriate.
- Ensure staff demonstrate competency in assigned clinical responsibilities and treatment modalities.
- Promote effective communication and collaboration among clinical, medical, nursing, operations, and administrative teams.
- Foster an ethical, professional, collaborative, and recovery-oriented clinical culture.
Program Development & Quality Improvement
- Review clinical curricula, group programming, and treatment approaches for effectiveness, clinical appropriateness, and regulatory compliance.
- Support the development and implementation of evidence-based programming for substance use and co-occurring mental health disorders.
- Conduct routine chart audits and quality reviews to ensure clinical documentation is complete, accurate, timely, and compliant.
- Participate in Quality Assurance and Performance Improvement (QAPI) activities.
- Monitor clinical performance indicators and identify opportunities to improve quality of care and client outcomes.
- Develop and implement corrective action plans when deficiencies are identified.
- Participate in utilization review and other clinical quality initiatives.
- Assist with preparation for regulatory inspections, certification reviews, and accreditation surveys.
- Recommend improvements to clinical programming, policies, procedures, and service delivery.
Regulatory Compliance
- Maintain working knowledge of applicable Ohio behavioral health and substance use disorder regulations .
- Ensure clinical services comply with applicable Ohio Department of Behavioral Health requirements.
- Maintain compliance with applicable professional licensing board standards.
- Ensure adherence to HIPAA, 42 CFR Part 2, client confidentiality requirements, and professional ethical standards.
- Maintain familiarity with applicable Joint Commission and/or CARF accreditation standards.
- Ensure clinical policies, procedures, documentation, and service delivery meet applicable regulatory and organizational requirements.
- Assist leadership with corrective action plans resulting from audits, inspections, accreditation reviews, or identified compliance concerns.
Direct Clinical Services
- Provide individual, group, and family therapy as needed and within the scope of professional licensure.
- Participate in interdisciplinary treatment team meetings and case consultations.
- Provide clinical consultation and guidance regarding complex client needs.
- Support crisis intervention, risk assessment, and clinical decision-making as appropriate.
- Serve as a clinical resource to staff and facility leadership.
Community & Care Coordination
- Collaborate with external healthcare providers, referral sources, families, community organizations, and recovery resources to support continuity of care.
- Promote effective coordination between clinical, medical, nursing, case management, and operational services.
- Serve as a clinical liaison with external partners as appropriate.
- Participate in program development, utilization review, strategic planning, and other leadership initiatives.

Skills, Knowledge and Competencies
- Strong knowledge of evidence-based behavioral health and substance use disorder treatment practices.
- Strong understanding of addiction, mental health, co-occurring disorders, trauma-informed care, family systems, and recovery-oriented treatment.
- Working knowledge of Ohio behavioral health and substance use disorder regulatory requirements.
- Knowledge of professional standards and scope-of-practice requirements applicable to Ohio behavioral health professionals.
- Knowledge of HIPAA, 42 CFR Part 2, client rights, confidentiality, and professional ethical requirements.
- Familiarity with The Joint Commission and/or CARF accreditation standards, as applicable.
- Knowledge of clinical assessment, treatment planning, discharge planning, utilization review, and clinical documentation.
- Demonstrated ability to supervise, mentor, develop, and evaluate clinical staff.
- Strong clinical judgment and ability to manage complex client and staff situations.
- Ability to effectively lead and collaborate with multidisciplinary and interdisciplinary teams.

Qualifications
Required Qualifications
- Master's degree or higher in Counseling, Social Work, Psychology, Marriage and Family Therapy, Addiction Counseling, or another relevant behavioral health discipline from an accredited institution.
- Current, active, and unrestricted Ohio clinical license appropriate to the position and assigned clinical responsibilities , such as:
- LPCC – Licensed Professional Clinical Counselor
- LISW – Licensed Independent Social Worker
- IMFT – Independent Marriage and Family Therapist
- LICDC – Licensed Independent Chemical Dependency Counselor
- Licensed Psychologist , as applicable
- Appropriate Ohio supervisory designation or credential, such as LPCC-S, LISW-S, IMFT-S, or LICDC-CS , required when applicable to the individuals and disciplines being clinically supervised.
- Minimum of five (5) years of clinical experience in behavioral health and/or substance use disorder treatment.
- Minimum of two (2) years of supervisory or clinical leadership experience .
- Demonstrated experience supervising and developing clinical personnel.
- Proficiency with Electronic Health Record (EHR/EMR) systems.
Preferred Qualifications
- Experience in substance use disorder treatment, residential behavioral healthcare, detoxification, or co-occurring mental health and substance use treatment strongly preferred.
- Experience overseeing multidisciplinary clinical teams.
- Experience with clinical quality assurance, chart auditing, utilization review, and performance improvement.
- Working knowledge of Ohio behavioral health and substance use disorder regulatory requirements.
- Experience with The Joint Commission and/or CARF accreditation standards.
- Experience preparing for regulatory, licensing, certification, or accreditation surveys.
Additional Requirements
- Current CPR and First Aid certification or ability to obtain upon hire.
- Successful completion of applicable pre-employment requirements, which may include criminal background screening, drug screening, and required health screening.
- Valid driver's license and ability to meet organizational driving requirements if driving is an essential function of the position.
- Completion of required facility orientation, compliance training, and ongoing mandatory education.
