COMPENSATION
Annual Pay Range: $99,061.31 - $125,009.44 Hourly Pay Range: $47.625630 - $60.100692 Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.JOB DETAILS AND QUALIFICATIONS

We are searching for an experienced, collaborative, and detail-driven professional with strong communication and interpersonal skills to join our team at the Clackamas County Department of Transportation & Development as a Senior Right-of-Way Agent . If selected for this senior-level role, you will lead and manage right-of-way activities for complex capital improvement projects, including developing administrative valuations, acquiring easements and fee parcels, and determining just compensation. You will also oversee consultants performing appraisal, acquisition, and relocation services to ensure compliance with Federal, State, and County requirements. This position involves significant public contact, including presenting the County’s position at public hearings, working directly with property owners and partner agencies, and responding to citizen inquiries. Success in this role requires a high level of independence, initiative, and professional judgment within established guidelines. Required Minimum Qualifications/Transferrable Skills:* A minimum offive (5) years of progressively responsible experience in right-of-way acquisition, including easements, fee acquisitions, and relocation assistance in accordance with relevant Federal and State laws A minimum of two (2) years of experience reviewing real property appraisals for accuracy and completeness Experience interpreting construction plans, legal descriptions, and land use actions Experience serving as a technical expert guiding others in Right-of-Way processes or leading the work of others, including providing daily work direction, assigning work, checking completed work, developing templates, and training Experience managing consultants, including monitoring scope, schedule, and budget Possession of Notary Public Certification in the State of Oregon Preferred Qualifications/Transferrable Skills:* At least two (2) years of experience working on complex capital improvement or public infrastructure projects Experience managing real property appraisals, including determining just compensation and preparing waiver valuations Experience supporting condemnation proceedings, including preparing or reviewing legal documents Experience preparing Staff Reports, Resolutions of Necessity, or similar governing-body documents Experience presenting technical information to the public or stakeholders, including participation in hearings or public meetings Pre-Employment Requirements: Driving is required for County business on a regular basis or to accomplish work. Duties may include but are not limited to the following: Oversees, trains, and reviews work of right-of-way agents and right-of-way technicians. Reviews acquisition documents and dedication documents as part of the acceptance process. Uses expert knowledge of Federal, State, and County statutes and policies to guide right-of-way team members in decision making and problem solving. Provides individual training as needed. Completes right-of-way acquisitions for the County's most complex capital improvement projects. This includes projects for the Department of Transportation and Development (DTD) Engineering, Development Agency, and Water Environment Services. Some knowledge of utility easement acquisition is preferred but not required. Explains relocation assistance program and benefits to property owners and tenants; investigates and determines eligibility for relocation benefit payments; provides relocation advisory assistance to owners eligible for benefits under the Uniform Act. Prepares required relocation notices, monitors business moves, inspects residential properties and processes claim packages. Contracts for appraisals and review appraisals from independent appraisers. Reviews appraisals and appraisal reviews for accuracy and compliance with contract SOW. May complete appraisal reviews for some appraisals. Sets just compensation based on appraisals and reviews. Prepares waiver valuations for uncomplicated valuations under $15,000. Reviews and sets just compensation for waiver valuations prepared by team members. Completes plan reviews at 30/60/90 submittal milestones. Assists with right-of-way cost estimating and right-of-way project scoping. Reviews legal descriptions. Develops Staff Reports and Resolutions of Necessity for Capital Improvement Projects. Completes required deed dedications for developer dedications based on land use decisions. Process includes working with developers and surveyors to review legal descriptions, draft deeds and complete the acceptance process. Maintains and guides County right-of-way standards, policies and procedures; provides assistance, advice, and guidance in right-of-way acquisition procedures and practices. Works with County Counsel to support the condemnation process by preparing documents or reviewing same prior to filing. Develops and maintains positive working relationships. Presents the County position at public hearings on proposed and planned right-of-way acquisition projects. Presents information and explains policies and procedures to the public pertaining to County right-of-way acquisition. Investigates citizen inquiries and complaints and advises internal County departments as necessary, recommending corrective actions to resolve complaints. Develops and maintains positive working relationships. Interfaces with other local, state, and federal project partners. Develops and provides consultants with documents, policies, procedures, and other tools as needed to perform right-of-way services work under the contracted SOW. Reviews consultant work for accuracy and compliance with County policies and procedures, State and Federal Law. Monitors schedule and budget performance of consultants; reviews and recommends invoices for approval. Assist in the sale of excess property not required for roadway improvement. This position works 40 hours during a standard workweek of one of the following schedules: Monday through Thursday, working 10 hours per day (4/10) with every Friday off Monday through Thursday, working 9 hours per day, and working 4 hours on Fridays Monday through Friday, working 8 hours per day (5/8) This position is eligible for hybrid on-site/telework and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County. Please Note:Tuesdays are designated as a required on-site/in-office workday.WORKING CONDITIONS
