Major Duties
- Serves as Chief, Acquisition Operations Division, Acquisition Directorate, Headquarters, Defense Logistics Agency (HQ DLA).
- Advisor to the Director and Deputy Director, Acquisition and other senior agency management officials on functional program/cross-process improvement initiatives, and the development/implementation of program and process policies/procedures.
- Advises the Head of Contracting Activity (HCA) on service acquisition requirements, strategies and execution.
- Manage and supervise technical experts for diverse and complex enterprise-wide Service Acquisition requirements and execution; competitive sourcing/commercial services, and numerous industrial capabilities programs.
- Represents the DLA Director, Vice Director and Director, Acquisition (SES) as the senior member on DoD, Joint Service, Joint DoD/Industry and joint Federal Agency teams, boards, executive councils, and working groups.
- Leads efforts to improve communications/coordination and make improvements to acquisition, industrial capability, and commercial services programs/processes.
- Chairs/leads, or provides the chair/lead for various DLA and DoD teams and working groups related to developing new acquisition, industrial capabilities and commercial activities/services programs.
- Participates in the development, issuance, and implementation of policies, regulations, and other guidance which has agency, DOD, and/or Government-wide scope.
- Manages governance structures and procedures for use by DLA Activities who are responsible for service acquisitions.
Qualification Summary
To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. CAP Requirement: Must possess 4 years of acquisition experience. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and CAP Requirements above, to qualify for the GS-15 grade level, specialized experience must be at the GS-14 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serves as a principal advisor to senior leaders for command level acquisition policy and procedures. Provides technical oversight of procurement/acquisition laws, regulations, and policies for large scale organization. Develops and recommends current and future process policies, practices, processes, methods and metrics covering Procurement processes. Conducts long range acquisition planning for inclusion in strategic plans or modifications to existing policy. Analyze and evaluates quality of contracting initiatives and policies to ensure programs/projects are consistent with command objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
