Records Management / FOIA & FACA Specialist (Quality Control Point of Contact)

Crowned Grace International is seeking a Records Management/FOIA & FACA Specialist (Quality Control Point of Contact) with over 5 years of experience in federal records management and/or FOIA/FACA, including a 2-year baseline of federal correspondence systems.

The Records Management FOIA & FACA Specialist provides subject-matter expertise in records management, the FOIA/Privacy Act, FACA, information collections, and data quality. They also draft the Standard Operating Procedures (SOPs) that support compliance with the Office of Records Management Services (ORMS). This role serves as the Contractor's sole quality-control point of contact, performing independent reviews of correspondence and deliverables to ensure the separation of roles between the Program Manager and the Correspondence Lead.

Key Responsibilities

  • Act as the Contractor's sole quality-control point of contact for the Contracting Officer's Representative (COR)/Contracting Officer (CO), performing independent sampling and review of correspondence and deliverables against Acceptable Quality Levels (AQLs) (PS-1, PS-2). Identify, prevent, and correct defects as part of the Quality Control Plan (QCP).
  • Provide subject-matter expertise in records management across the ORMS portfolio, ensuring proper records lifecycle, retention, and disposition.
  • Support the processing and documentation of FOIA requests, Privacy Act inquiries, and FACA.
  • Assist in information-collection and data-quality initiatives.
  • Draft and finalize SOPs for Data Quality, Directives and Regulations, Forms and Reports, FOIA/Privacy Act, FACA, Information Collections, and Records Management -initial drafts within 90 days and final versions within 180 days of starting.
  • Map strategic documents and frameworks to ORMS programs, and support the development of business cases and Analysis of Alternatives.

Minimum Qualifications

  • Bachelor's degree preferred.
  • At least 5 years of experience in federal records management and/or FOIA/FACA, including a 2-year baseline of federal correspondence systems.
  • Demonstrated experience in quality control or independent reviews.

Required Skills & Knowledge

  • Familiarity with federal records schedules and National Archives and Records Administration (NARA) guidance.
  • Knowledge of FOIA/Privacy Act and FACA processing.
  • Understanding of quality control methods, sampling techniques, and defect tracking, as well as information collection (Paperwork Reduction Act) and data quality.

Preferred Qualifications & Certifications

  • NARA Certificate of Federal Records Management Training.
  • Experience in an agency FOIA office or records management program.
  • Must be able to pass government background investigation.
