Job Title:  Safety Manager – Multi-State Earthwork Operations

Location:  Grand Prairie, TX with travel to CA

Employment Type: Full-Time, Exempt

Compensation:  DOE, starting at $115,000.00/annually

Position Summary

Our client is seeking an experienced Safety Manager to lead and strengthen their safety program across a multi-state earthwork construction operation. This position will be responsible for ensuring compliance with applicable OSHA regulations, state and local requirements, company policies, and industry best practices while developing a strong, proactive safety culture across all projects and crews.

The ideal candidate has a strong construction safety background, understands the unique hazards associated with earthwork, grading, excavation, heavy equipment, trucking, and site operations, and is comfortable working directly with field leadership and employees.

This is a hands-on role for someone who can do more than identify safety issues. The successful manager will be expected to be a partner for the field, build safety systems, establish repeatable processes, develop training programs, measure performance, and hold the organization accountable for safe operations.

Essential Job Functions & Responsibilities:

Safety Compliance & Risk Management:

• Lead the company's safety program across multiple states and job sites
• Ensure compliance with OSHA regulations, state-specific safety requirements, and applicable federal, state, and local regulations
• Maintain and continuously improve company safety policies, procedures, programs, and documentation
• Conduct regular job-site safety inspections, audits, and risk assessments
• Identify hazards and develop practical corrective and preventive measures
• Partner with project managers, superintendents, foremen, and maintenance team to address safety concerns
• Monitor regulatory changes and communicate relevant requirements to company leadership and field personnel
• Support incident investigations, root-cause analysis, corrective actions, and follow-up
• Maintain accurate safety records, inspections, training documentation, and required reports

Safety Systems & Process Development:

• Build and implement scalable safety systems that can be consistently used across multiple projects and state
• Refine standardized safety processes, forms, checklists, inspection procedures, and reporting systems
• Establish clear accountability for safety at every level of the organization
• Evaluation and action on leading and lagging safety metrics and provide regular reporting to leadership
• Identify opportunities to improve safety performance through process improvement, technology, training, and field engagement
• Help integrate safety requirements into project planning, mobilization, equipment operations, and daily field activities

Training & Safety Culture:

• Evaluate and manage company-wide recurring safety training program; provide adjustments and recommendations when applicable 
• Develop project-specific safety training programs and partner with field leadership to ensure engagement
• Conduct new-hire safety orientations and project kick-off safety training
• Develop toolbox talks, tailgate training, and supervisor/foreman safety training
• Train employees and supervisors on topics including excavation and trenching, heavy equipment, traffic control, PPE, fall protection, lockout/tagout, hazard communication, heat illness prevention, and other applicable construction hazards
• Develop supervisors and field leaders into effective safety leaders
• Promote employee engagement and ownership of safety
• Maintain training records and ensure required certifications and refresher training remain current

Field Support

• Visit all active job sites in state at least once per week; out-of-state job site visits will be planned separately
• Work alongside field teams to identify hazards and provide practical solutions
• Participate in preconstruction planning, project startup, and safety meetings
• Review Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and site-specific safety plans as appropriate
• Provide immediate guidance and support when safety concerns arise in the field
• Develop strong working relationships with superintendents, foremen, project managers, mechanics, drivers, and all team members 

Incident & Claims Management

• Lead investigations of recordable incidents, near misses, property damage, and other safety events
• Identify root causes and implement corrective actions including global communication, updated / adjust training, up to disciplinary action 
• Track incident trends and use data to identify areas requiring additional training or controls
• Coordinate with leadership, insurance representatives, and other stakeholders as needed
• Assist with workers' compensation and injury management processes when appropriate

 

 

Qualifications & Skills:

• Bachelor's degree in Safety, Construction Management, Occupational Health & Safety, or a related field.
• 5+ years of construction safety experience, preferably in earthwork, heavy civil, grading, excavation, utilities, or similar construction environments
• OSHA 30 or equivalent in construction with a strong knowledge of OSHA construction standards and practical application of safety requirements in the field
• ASP, CSP, CHST, or other recognized safety certification, desired
• Knowledge of DOT/FMCSA requirements related to construction trucking and fleet operations.
• Demonstrated ability to develop and implement safety policies, programs, and systems
• Experience conducting job-site inspections, incident investigations, and safety audits
• Experience developing and delivering construction safety training
• Excellent communication and interpersonal skills with the ability to work effectively with both field employees and senior leadership
• Ability to influence and coach employees and supervisors while maintaining appropriate accountability
• Strong organizational skills and attention to detail.
• Proficiency with Microsoft Office and safety management/reporting systems
• Ability and willingness to travel regularly between job sites
• Valid driver's license and acceptable driving record
