Finance Director

Compensation: $100,500.29 annually ($48.32/hour) - $123,602.10 annually ($59.42/ hour).*Relocation assistance may be available.

POSITION DESCRIPTION:

The Albuquerque Housing Authority is recruiting for a Finance Director.

The Finance Director reports directly to the Executive Director and is responsible for leading and overseeing the financial operations of the Albuquerque Housing Authority and AHA Housing Development Corporation. The Finance Director serves as the Chief Financial Officer of the Authority and provides assistance to the Executive Director in a variety of policy development, planning, administrative, coordinative, analytical, and liaison capacities to help the agency achieve its goals. The Finance Director directs and oversees all accounting, budgeting, payroll, financial reporting, procurement, warehouse, information technology, tax, and investing functions; serves as an advisor and provides highly responsible and complex management support to the Executive Director in strategic planning and executing the long-term vision of the agency including objectives related to financial stability; assumes responsibility for safeguarding all of the Albuquerque Housing Authority's (AHA) assets through the creation, implementation, and monitoring of policies and procedures; ensures compliance with all GAAP, HUD, and IRS regulations and reporting requirements; and performs related duties as assigned. The position ensures compliant accounting and financial reporting for complex affordable housing finance transactions, including Low-Income Housing Tax Credits and tax-exempt bonds, while serving as the Authority's primary financial representative to HUD, lenders, auditors, and community partners. The Finance Director is also responsible for building and leading a high-performing Finance Department.

About the Albuquerque Housing Authority

Albuquerque Housing Authority (AHA) is one of New Mexico's premier housing authorities as well as the State's largest. AHA is a public entity that was formed in 1967 to provide federally subsidized housing and housing assistance to low-income families within the City of Albuquerque. With a $45+ million operating budget we provide economic benefits to our local economy, we create and sustain quality housing, and support the success of over 10,000 residents through Public Housing, Housing Choice Vouchers (Section 8), and mixed-finance development.

AHA is headed by an Executive Director, is governed by a five-person board of commissioners, and has a diverse and dedicated team of approximately 78 employees. AHA currently owns and manages 26 multifamily and senior housing developments totaling over 1,000 units throughout the municipal limits of the City of Albuquerque and AHA's Section 8 division administers approximately 3,000 housing choice tenant-based and project-based vouchers. Additionally, AHA's Service Coordination team connects residents with partners, provides workshops and events, and manages a Family Self-Sufficiency program.

AHA is a dynamic and growing agency. Over the last 10 years, AHA has expanded business lines into affordable housing development and management. In 2018 AHA formed the AHA Housing Development Corporation, a 501(c)3 non-profit organization and instrumentality. Through that development entity AHA has completed the redevelopment and expansion of seven of its public housing sites using HUD's Rental Assistance Demonstration Program and the eighth one is under construction. This has expanded staff expertise into the low-income housing tax credit program and other affordable housing programs.

What You Will Do

• Management: Assume full management responsibility for all Finance Department programs, services, and activities. Develop, direct, and coordinate the implementation of goals, objectives, policies, procedures, and work standards for the department. Oversee all activities related to the accounting functions. Develop and manage cash management plans. Oversee all financial audits.
• Staff Development: Select, train, motivate, and direct department personnel.
• Leadership & Community: You will lead a team with core financial management and work in an environment of leaders to benefit the community.
• HUD & Regulatory Compliance: Ensure compliance with the regulatory and compliance requirements of the U.S. Department of Housing and Urban Development (HUD), funders, lenders and investors.
• Grants & Procurement Oversight: Manage capital funds, procurement expenditures, and grant administration accounting.
• Executive & Board Advisory: Reports financial status, presents policy proposals, and acts as a key advisor to the Executive Director, the Board of Commissioners, and with external auditors. Coordinates the development and administration of AHA's operating and capital budgets; provides for financial forecasting and planning.

What You Bring

Required:

• Bachelor's degree in accounting, finance, business administration, or a related field.
• Seven or more years of progressively responsible experience in finance, accounting, and grant or fund accounting.
• Four or more years of supervisory or management experience.
• Valid New Mexico driver's license (within sixty days of onboarding).

Preferred:

• Expert command of GAAP, GASB, and FASB standards.
• CPA or MBA strongly preferred.
• Demonstrated experience with HUD regulations and public housing finance.
• Experience with LIHTC, tax-exempt bonds, or other affordable housing finance instruments.
• Experience with financing, investments, capital planning, tax credits, or multi-affiliate nonprofit reporting.
• Extensive experience in accounting, budgeting, financial reporting, cash management, audits, internal controls, risk management, and regulatory compliance.
• Financial leadership at an executive level and senior supervisory experience.
