Sr. Business Analyst Long-Term Hybrid

We are seeking an experienced Business Analyst for a long term hybrid (50% on-site) with our Houston, Texas client. This is a crucial role in process definition, documentation, and verification for pipeline and data store development. This role encompasses both enterprise platform-related processes and business implementation processes within the context of local government operations.

Key Responsibilities:

• Define and document processes for data pipeline and storage development
• Verify implemented processes meet requirements and best practices
• Develop enterprise-level processes for data management and utilization
• Create and maintain documentation for IT policies and procedures
• Design and implement reporting systems for various municipal departments
• Bridge the gap between IT and non-technical municipal stakeholders
• Analyze and optimize existing processes for efficiency and compliance

Required Skills and Qualifications:

• Senior-level expertise in Business Analysis with a focus on data systems
• Strong background in enterprise process development
• In-depth understanding of IT policies and their implementation
• Proficiency in creating and managing reporting systems
• Experience with data pipeline and storage technologies
• Excellent analytical and problem-solving skills
• Strong communication skills, both written and verbal

Additional Skills Related to Municipal Government:

• Understanding of local government structures and processes
• Must have public sector compliance and regulatory requirements
• Experience with government-specific software and data management systems
• Familiarity with open data initiatives and transparency in government
• Must have an understanding of budgeting and financial reporting in the public sector
• Knowledge of citizen engagement processes and data-driven decision-making
• Awareness of smart city technologies and their implementation
• Experience with grant management and reporting systems
• Understanding of geographic information systems (GIS) and their applications in local government

Preferred Qualifications:

• Relevant experience in Business Analysis or Public Administration
• Experience working in or consulting for municipal governments
• Familiarity with procurement processes in the public sector
• Knowledge of data privacy laws specific to government entities
• Knowledge and/or Experience in data management and the Snowflake platform

Location Requirements:

• Must reside within 2 hours of downtown Houston and be able to work onsite > 50% of the time.
