Position Overview The Educator Investigations Division (EID) safeguards the safety and welfare of students across Texas by investigating allegations of misconduct involving educators, school employees, and contractors. The child abuse reporting and investigation monitoring team (CARRT) is a core unit within EID, focusing on compliance with Tx Education Code §22A.156. The Program Supervisor for CARRT leads this critical work, sets strategy for a high‑performing team, and ensures school systems meet legal requirements for reporting and investigating educator misconduct and child abuse. The Program Supervisor operates with significant autonomy, partnering across the agency and with external stakeholders to advance the mission. The role’s responsibilities include leading policy development, data monitoring, stakeholder collaboration, and team supervision. Essential Functions Program and Policy Development: Leads the design and execution of CARRT’s compliance monitoring, response, and escalation process; develops and refines tools, guidance, and deliverables; evaluates and improves workflows; presents recommendations on child abuse reporting and investigation policy to leadership; and drives initiatives to improve unit efficiency and effectiveness. Data Monitoring and Investigation Management: Oversees data‑analysis processes and monitoring systems; manages review of stakeholder complaints; leads advisory contact, escalation, and investigation processes; develops standardized decision‑making frameworks; reviews, approves investigative reports, and manages the team’s case docket and unit reporting. Internal/External Stakeholder Collaboration: Initiates and sustains strategic partnerships with school systems, educational service centers, child protection agencies, and law enforcement; serves as a trusted point of contact; represents the team in cross‑divisional collaborations; leads training development and delivery on child abuse reporting and investigation; and participates in special projects, task forces, and committees. Team Supervision and Development: Builds, coaches, and manages a mission‑driven team; defines clear data‑informed objectives; monitors performance metrics; holds the team accountable; and supports professional growth through targeted development opportunities. Minimum Qualifications Education: Graduation from an accredited four‑year college or university. Experience: At least seven (7) years of experience reviewing, conducting background checks, reviewing allegations of misconduct especially related to child abuse, and conducting complex investigations. Substitutions: Education and experience may substitute for one another on a year‑for‑year basis. Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Strong understanding of the Texas Administrative Code; 19 TAC §249 and §153 related to misconduct reporting and 40 TAC §707, Subchapter B related to school investigations; familiarity with the Texas Education Code and Texas Family Code and relevant laws pertaining to penal code violations, criminal procedure, and confidentiality. Demonstrated ability to effectively interview witnesses and accused individuals regarding alleged acts of misconduct. Aptitude for gathering and analyzing information from multiple sources, presenting the information in detailed, factual, concise, and professionally written reports, and making sound recommendations by required deadlines. Demonstrated success in providing guidance and/or training to staff on best practices in investigative or related functions. Excellent communication and stakeholder management skills that establish and maintain effective working relationships with school districts, law enforcement, court personnel, legal staff, and other TEA divisions. Willingness to seek efficiency in an office environment; stay organized and prioritize tasks to achieve goals and objectives. Desire to self‑reflect, give/receive feedback, and continuously improve. Relevant experience in an administrative or regulatory environment and investigating allegations of child abuse, school misconduct, financial fraud, and license violations is preferred. Experience in coordinating with and maintaining effective working relationships with school districts, DFPS, and law enforcement is preferred. Certified Fraud Examiner (CFE) certification, Tx Commission on Law Enforcement (TCOLE) license, or similar designations are preferred.
