Position Overview

The Director of Finance provides day-to-day leadership and management of YWCA Greater Los Angeles’ finance and accounting operations under the direction of the Chief Financial Officer. The position is responsible for building and maintaining a high-performing finance function, including timely and accurate financial reporting, month-end close, general ledger oversight, grant accounting and billing, payroll oversight, reconciliations, internal controls, budgeting, audit readiness, and staff development. The Director of Finance works closely with the CFO to strengthen financial processes, establish accountability and deadlines, improve the reliability of financial information, and ensure the Finance team effectively supports organizational leadership, programs, funders, and the Board.

Duties

• Manages the accounting and general ledger activities of the accounting team through direction of the CFO.
• Responsible for the accurate preparation of financial statements, ensuring compliance with the reporting requirements of governmental, funding and other authoritative and regulatory entities.
• Manages and directs specified financial transactions and related accounting activities for the Association, assigning appropriate classifications for income and expenses, through coordination with CFO.
• Oversees the organization's payroll function, including supervision and review of payroll processing performed by assigned Finance staff; ensures appropriate approvals, reconciliations, internal controls, tax filings, benefit deductions and regulatory compliance in collaboration with HR department.
• Provides for fiscal and budget allocations and expenditure tracking required by new and continuing grant applications, and for the preparation of all periodic financial reports as required by funding sources.
• Oversees grant accounting and billing operations, including timely preparation and submission of reimbursement requests, reconciliation of grant receivables and deferred revenue, monitoring of grant budgets and expenditures, review of supporting documentation, and compliance with grantor requirements and reporting deadlines.
• Oversees daily and short-term cash management activities, including monitoring cash balances and cash requirements, reviewing cash receipts and disbursements, and providing timely cash flow information to the CFO.
• Reviews the fiscal procedures of all government, community and private grants to ensure that accounting standards are maintained and are in accordance with the funding agency’s requirements.
• Knowledgeable of general ledger and makes recommendations to financial processing in collaboration with the CFO.
• Assist in coordination and facilitation of design, implementation and enhancement of automated accounting system.
• Ensures timely completion and review of bank, balance sheet, payroll, grant receivable and other key account reconciliations and establishes appropriate review and approval controls.
• Owns and manages the monthly and year-end close process, including establishing and enforcing a close calendar, ensuring timely completion of account reconciliations, reviewing journal entries and supporting schedules, resolving outstanding accounting issues, and delivering accurate financial statements within established deadlines.
• Assist and collaborates with appropriate staff in the development of departmental and program budgets, using the final information to configure a total corporate budget in conjunctions with the CFO, for final approval by the President/CEO and Board.
• Assist department heads with monthly budget departmental and program report review and budget variances, providing management with variance analysis and explanations.
• Work with department heads to develop financial strategies that promote operational efficiency and growth.
• Submits narrative and customized fiscal reports to the CFO, CEO and Board as required.
• Establishes clear responsibilities, deadlines and performance expectations for Finance staff; monitors completion of assigned work; reviews work quality; provides coaching and corrective feedback; and escalates significant performance or compliance concerns to the CFO and appropriate leadership.
• Assign, direct and coordinate work plan of the staff relating to General Accounting, Cash Receipts, Payroll, Administration and Procurement. Monitor the workflow; review and evaluate work products, methods and procedures.
• Prepare and oversee the annual external audit, ensuring compliance with all reporting requirements and transparency in financial disclosures.
• Participates in Association-wide meetings and initiatives to support the organization’s mission and financial sustainability as required.
• May assist the CFO as a functioning staff associate to the Finance & Investment, and Audit Committees and other related subcommittees and task forces.
• Participates in the development and revision of Standard Operating Procedures for the Association, with direct responsibility for drafting those procedures relating to the Finance department in collaboration with the CFO.

Qualifications

• Bachelor’s degree in accounting, finance or business administration.
• Minimum seven years of progressively responsible accounting and finance experience, including significant nonprofit and/or government-funded accounting experience, with at least three years of supervisory experience. 
• Demonstrated experience managing month-end close, financial statement preparation, account reconciliations, audit preparation, budgeting and internal controls.
• Experience overseeing complex government grants and reimbursement-based funding strongly preferred.
• Experience with ERP/accounting systems required; experience with Acumatica strongly preferred.
• Must be computer literate with latest software, computer system conversion experience and extensive knowledge of Excel spreadsheet applications.
• CPA designation a plus.
• Thorough knowledge of non-profit accounting, budgeting and government contract accounting, fiscal management, and GAAP.
