An Official website of the Commonwealth of Massachusetts Job Description - Senior Coordinator, Office of Youth and Young Adult Services (260005JG) Job Description Senior Coordinator, Office of Youth and Young Adult Services - ( 260005JG ) Description The Department of Public Health’s (DPH) Bureau of Substance Addiction Services (BSAS) seeks a dynamic applicant to fill the Senior Coordinator position of the Office of Youth and Young Adults Services. The Senior Coordinator of the Office of Youth and Young Adults Services (OYYAS) directs, oversees, and administers the ongoing development and coordination of statewide youth-centric substance addiction treatment services, alongside the Director. This includes decisions on the structure, organization, methods, and procedures in conducting planning tasks related to OYYAS procurements, grant development, and unit operations. The incumbent will also be responsible for the structure, scope, and function of technical assistance provided to vendor agencies and staff. The Senior Coordinator will assist the Director in the oversight of such services per federal, state, and discretionary grant requirements. They will work with the Director, DPH/BSAS Management team, and other key stakeholders/partners to plan and implement a statewide system for identifying and treating substance use issues specific to the needs of adolescents, young adults, and their families. The incumbent will assist in the development and monitoring of results, performance measures, and outcomes and maintain oversight of OYYAS contracted services and capacity-building initiatives. The Senior Coordinator provides technical assistance in youth and young adult issues, services, and other areas of expertise for the Bureau and unit staff. Duties and Responsibilities (these duties are a general summary and not all-inclusive): Serves as BSAS liaison to established youth and young adult work groups within the Department of Public Health and other state agencies (Department of Mental Health, Department of Children & Families, etc.). Plans and forecasts utilization of state and federal dollars to support OYYAS programs and services. Also coordinates the RFR development, procurement process, services, and contract oversight. Oversees the management of youth intervention and treatment contracts including support of staff executing site visits, evaluating data, and monitoring fiscal and contractual performance, and quality improvement. Acts as the State Opioid Response (SOR) liaison, providing direct reports to the SOR grant officer and overseeing timely data collection, adherence, and progress toward goals. Identifies strengths and weaknesses of the OYYAS delivery system and participates in the development of operating policies, procedures, and intervention strategies in collaboration with the Director, BSAS Managers, and other key stakeholders/partners. Responsible for the collection and analysis of data related to youth and young adult treatment services, and will collaborate with the Office of Data, Analytics, and Decision Support to develop consistent information and databases about youth and young adult treatment services. Provides and coordinates training and/or technical assistance for specific groups as related to OYYAS initiatives and delivery system, e.g., new vendors on subjects such as policy, billing, data, and regulations. Provides updates and technical assistance to Bureau staff on new issues, trends, news, etc. related to youth and young adult substance abuse services. Integrates BSAS racial and health equity practices into OYYAS’ work, processes, services, and relationships across agencies and communities. Performs other duties to support the functioning of the OYYAS unit, including collaboration with other units on new initiatives, supervision, training and technical assistance with new policies and best practices, and participation in the implementation of new practices and procedures related to the efficient management of the Bureau’s activities. Required Qualifications: Knowledge to apply, public health programming principles, practices, policies, and mandates. Ability to work autonomously as well as collaboratively. Potential to analyze and utilize statistical, demographic, budgetary, historic, and other types of information resources for applied research in designing grant proposals and procurement documents. Capacity to coordinate and facilitate effective interaction among diverse health, social, and human service programs, and personnel. Capability to lead, motivate, direct and supervises personnel, directly and indirectly. Able to think, write, and speak in an organized, clear manner. Capable to work cooperatively and effectively with diverse populations and groups. Demonstrated ability designing and providing training and technical assistance to staff, vendors, and Bureau personnel. Preferred Qualifications: Knowledge of and experience with substance use services. Awareness of and experience with principles and approaches for racial equity and other focus population health equity. Understanding and experience with principles of community engagement and partnership approaches. Experience with substance use prevention, intervention, harm reduction, treatment, and recovery support continuum of care in Massachusetts. Capability to work autonomously and collaboratively and to lead, motivate, direct, and supervise personnel, directly and indirectly. Ability to work cooperatively and effectively with diverse populations and groups. Capacity to write concisely, express thoughts clearly, and develop ideas in a logical sequence Able to think, write, and speak in an organized, clear manner. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
