The Blind Children’s Program supports children with vision impairments and their families in their efforts to receive the greatest benefit from school and other programs to be as independent as possible. Through the program, families receive services and information they need to develop successful futures for their children. The Program Manager works under limited (or minimal) supervision, with considerable latitude for the use of initiative and independent judgment. This position provides highly advanced (senior level) programmatic support and supervises staff responsible for providing services to eligible children and families. Provides coaching and holds all staff accountable for essential job functions. Coordinates and completes human resources processes. The Program Manager assists in developing program policies, procedures and manual maintenance. The position evaluates budget requests from staff and expenditures for client services; and adjusts caseload budgets to ensure that budgeted funds are expended according to policy for area supervised. Coordinates and evaluates quality assurance activities; prepares reports and correspondence as assigned; represents area and program at community activities. The Program Manager provides guidance to employees in handling complex situations and issues related to the Blind Children’s Program and may provide coverage to vacant caseloads. This position requires travel to support staff and business needs across the state. The position supports the Operational Manager in daily operations and all duties as assigned and may act on behalf of the Operational Manager. Performs related work as directed. Essential Job Functions Manages direct service delivery of program staff with the authority to discipline, assign work, provide support for professional growth, and evaluate performance. Develops and evaluates budget requests, monitors budget expenditures, and adjusts as necessary. Responds to inquiries regarding program policies and services from staff, children and families. (35%) Coordinates and completes human resources processes, hiring of new staff, approval of leave and collaboration with other HR support programs within HHS. (25%) Maintains compliance, evaluates and creates BCVDDP Program Policy, Procedures and Quality Assurance. Makes recommendations for improvement of program operations based on identifying areas for change. (20%) Coordinates and provides outreach, program and professional development to advance the program mission (15%) Completes other job duties as assigned. (5%) Knowledge, Skills And Abilities (KSAs) Working knowledge of local, state, and federal laws related to rehabilitation and special education. Considerable knowledge of principles of health and human services policy and planning. Working knowledge of the principles of leadership and interaction with various leadership styles. Considerable knowledge and experience in project management leadership. Extensive knowledge in child growth and development. Extensive knowledge in the psychological, social, pre-vocational issues faced by blind or visually impaired. Extensive knowledge in counseling techniques as applied to children with disabilities. Extensive knowledge in resources applicable to children with visual disabilities. Extensive knowledge in caseload management by objectives. Extensive knowledge in case documentation. Knowledge of program management processes and techniques. Skills in problem solving and conflict resolution. Skill in managing multiple and competing priorities. Skill in leadership, communication and public speaking. Skill in developing, writing and editing program policy and procedures. Skill in identifying measures or indicators of program and staff performance. Ability to understand and effectively interpret agency and program rules, policies, and procedures. Ability to communicate effectively orally and in writing. Ability to gather, assemble, correlate and analyze facts. Ability to demonstrate strong organizational skills; prioritize workload. Ability to work independently with minimal supervision, demonstrate strong leadership and interpersonal skills as well as work well with all levels of staff and maintains effective working relationships. Ability to establish and maintain positive relationships with external partners, individuals and groups with diverse needs and priorities. Ability to convene and lead groups. Skill in the use of computer software-Microsoft Outlook, Word, Excel, and Power Point and electronic case documentation system.
