Public Relations Specialist Department: Administration | Job Type: Full Time | Location: DeKalb County Superior Court Purpose of Classification The purpose of this classification is to develop, implement, and manage strategies that foster positive relationships between the organization, its employees, and the community. This role focuses on enhancing employee engagement, resolving workplace issues, promoting effective communication, and building strong community partnerships to support the organization’s goals and values. Essential Functions This job description indicates, in general, the nature and level of work, knowledge, skills, abilities, and other essential functions expected of the incumbent. Incumbent may be asked to perform other duties as required. Employee Relations & Engagement Serve as the primary point of contact for employee relations concerns, ensuring fair, consistent, and timely resolution of issues. Develop and implement employee engagement programs to improve morale, retention, and workplace satisfaction. Advise managers and supervisors on employee relations best practices, policies, and procedures. Conduct investigations related to workplace complaints, conflicts, or policy violations. Partner with leadership to foster an inclusive, respectful, and transparent workplace culture. Track, analyze, and report on engagement metrics, exit trends, and employee satisfaction surveys. Community Engagement & Liaison Act as the organization’s liaison with community partners, nonprofits, and local stakeholders. Plan and coordinate community outreach initiatives, volunteer programs, and partnerships. Represent the organization at community events, networking functions, and public meetings. Collaborate with marketing/communications teams to promote community initiatives internally and externally. Align community engagement activities with the company’s values, diversity and inclusion strategy, and social responsibility goals. Strategic & Administrative Duties Ensure compliance with labor laws, HR policies, and organizational guidelines. Support diversity, equity, and inclusion (DEI) initiatives internally and within community partnerships. Develop communications and training materials related to employee and community engagement. Partner with executive leadership to align employee relations and community engagement strategies with overall business objectives. Prepare reports and recommendations for leadership on trends, risks, and opportunities in employee and community engagement. Minimum Qualifications Bachelor’s degree in Business Administration, Public Administration or a related field; five years of experience in project or program management; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this classification. Specific License or Certification Required Valid State of Georgia Driver’s License or proof of mobility equivalent may be requested. Knowledge, Skills, and Abilities Requires knowledge of principles and practices of public, business or judicial/court administration. All laws, rules, and regulations governing public and court administrative operations. Court practices and procedures. Legal terminology related to court operations. Techniques used to conduct research. A thorough knowledge of fiscal administration, technology management and communications is preferred. Performance Aptitudes Data Utilization: Ability to evaluate, audit, deduce, and/or assess data using established criteria. Human Interaction: Ability to work with others to coordinate complex programs and problems associated with the responsibilities of the job. Equipment, Machinery, Tools, and Materials Utilization: Ability to operate, maneuver and or control equipment, machinery, tools, and materials used in performing essential functions. Verbal Aptitude: Ability to utilize a wide variety of reference, descriptive, and advisory data and information. Mathematical Aptitude: Ability to perform basic arithmetic and interpret graphs. Functional Reasoning: Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to develop approaches and techniques to resolve problems. Situational Reasoning: Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against sensory, judgmental, or subjective criteria. ADA Compliance Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12–20 pounds). Some tasks require the ability to perceive and discriminate sounds, odor, and visual cues or signals; some tasks require the ability to communicate orally.
