Environmental Review Compliance Specialist - Part-time (hourly)

Location: Florida remote We are the Environment & Planning Division at ICF, a consulting and technology services company. We are looking for an On-Call Environmental Review Compliance Specialist to help manage federal disaster recovery grants and mitigate disaster risks in communities. What you will be doing Assist with U.S. Department of Housing and Urban Development (HUD) National Environmental Policy Act (NEPA) compliance in accordance with 24 CFR Part 58 and local environmental regulations. Conduct fieldwork and prepare site-specific environmental documentation. Complete site inspections as necessary. Provide environmental subject‑matter expertise for HUD‑funded programs including housing programs, buyouts and acquisitions, and infrastructure repair. Review environmental documentation prepared by contractors for compliance and accuracy. Minimum Qualifications Bachelor’s degree in Natural or Physical Science, Environmental Management, Environmental Planning, or related disciplines. 2+ years of professional experience providing environmental review under federal and state regulations (e.g., NEPA, Clean Water Act, RCRA, ESA). Preferred Qualifications Experience providing environmental review support for HUD CDBG‑DR programs, including authoring or reviewing tier‑one and tier‑two environmental review records, preparing or reviewing EAs and CESTs, and creating guidance, policy documents, or process diagrams. Experience conducting field work and site visits for HUD regulations at 24CFRPart58. Strong organizational skills, attention to detail, the ability to prioritize and multi‑task under strict deadlines. Strong problem‑solving skills and demonstrated ability to succeed with new and challenging tasks. Excellent written and oral communication skills.
