  Duration: 10/01/2026 08/31/2027 (Estimated 2,008 hours), with potential for extension
  Work Hours: Monday Friday, 8:00 AM 5:00 PM (CT). Some weekend, evening, or holiday hours may be required based on project needs.

I. Description of Services

The Texas Health and Human Services Commission (HHSC) and the Department of Information Resources (DIR) require a Business Analyst 3 to work on a major system modernization project building a new Medicaid application.

The successful candidate will be part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The BA will assist in creating processes and documentation to ensure a consistent understanding and approach that aligns with the agency's direction for an integrated solution.

Role Responsibilities:

• Review, analyze, and evaluate business systems and user needs.
• Formulate systems to parallel overall business strategies.
• Apply business process reengineering to identify new applications of technology to business problems.
• Prepare solution options, risk identification, and financial analyses (cost/benefit, ROI, buy/build, etc.).
• Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
• Support and provide oversight of documentation and delivery of application functionality.

II. Candidate Skills and Qualifications

Required Experience:

• 8 Years: Coordinating with outside vendors to complete projects and service requests; defining, assigning, and evaluating their work.
• 8 Years: Developing and/or reviewing project artifacts such as test cases, requirements documentation and traceability, design, and technical specifications.
• 8 Years: Consulting on the analysis of a system, troubleshooting problems, and supporting solution implementations.
• 8 Years: Managing a project's scope, acceptance, and deployment, and monitoring system integration and User Acceptance Testing (UAT).
• 8 Years: Identifying a project's potential risks and difficulties and designing strategies to mitigate or avoid them.
• 8 Years: Performing the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas.

Preferred Experience:

• 3 Years: Using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle.
• 3 Years: Working in an Agile environment (preferably SAFe).
• 3 Years: Using Microsoft products, such as MS Office, SharePoint, and Copilot.
• 3 Years: Understanding of enterprise system components (user interfaces, data layers, infrastructure, integrations); knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions.
• 3 Years: Experience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems.
• 3 Years: Updating portfolio project management tools and managing state-level major information resource project information.

III. Additional Special Requirements

• Must successfully pass a criminal background check prior to onboarding.
• Any and all travel, per diem, parking, and/or living expenses shall be at the worker's expense.
