2026 Attorney I-II (Part-time) Austin, TX

This is a part‑time position Attorney I Performs entry‑level to routine (journey‑level) legal work under moderate supervision with limited latitude for initiative and independent judgment. Employees may occasionally assist others performing job duties of greater complexity. The position is primarily responsible for ensuring the agency’s compliance with the Public Information Act and the agency’s records management function. It also assists in directing and coordinating the agency’s response to litigation, including coordinating and responding to subpoenas and depositions, and provides legal counsel on legislation, rules, and contracting. Attorney II Performs moderately complex (journey‑level) legal work under general supervision with moderate latitude for initiative and independent judgment. Employees at this level may provide guidance to others. The position is primarily responsible for ensuring the agency’s compliance with the Public Information Act and the agency’s records management function. It also assists in directing and coordinating the agency’s response to litigation, including coordinating and responding to subpoenas and depositions, and provides legal counsel on legislation, rules, and contracting. Key Responsibilities Open Records & Records Retention Oversight (70%) – Assists in overseeing open records and records retention processes, coordinates the processing of open records requests and expunctions, performs legal analysis, drafts requests for ruling to the Office of the Attorney General, and provides legal support for agency records retention policy to ensure compliance. Litigation Coordination (15%) – Acts as liaison with the Office of the Attorney General regarding litigation involving the agency, coordinates and responds to subpoenas and depositions. Drafting & Reviewing Legal Documents (10%) – Drafts and reviews legal documents such as rules, legal opinions, briefs, contracts, reports, and amendments for legislative consideration, reviews laws, rules, and regulations affecting agency operations, and assists in negotiating and drafting agency contracts and procurements. Other Related Work (5%) – Performs related work as assigned. Education Graduation from an accredited law school with a Juris Doctor (JD) degree. Experience Attorney I – Experience in legal work. Attorney II – Two (2) years full‑time legal experience. Preferred Qualifications Experience with the Texas Public Information Act. Knowledge of Texas records management laws and rules. Experience in administrative law, state procurement laws, and/or litigation. Knowledge, Skills, and Abilities Knowledge – Legal principles, practices, and proceedings; state and federal laws, rules, and regulations; agency administrative rules and regulations; Texas Public Information Act; administrative law. Skills – Legal research, writing, and analysis; computer proficiency with Microsoft Suite, Adobe Acrobat; reasoning, logic, problem solving; workload prioritization; judgment and decision making. Abilities – Plan and organize work; conduct and advise on hearings; prepare opinions and briefs; assist in preparation of cases for trial; research; summarize findings; interpret and apply laws; use legal reference materials; communicate effectively; review documents for accuracy, completeness, and compliance. Registration, Certification or Licensure Valid Texas driver’s license. Member in good standing with the State Bar of Texas. Licensed as an attorney by the State of Texas. Work Environment This position functions in a standard office environment and may involve moving around the office, accessing filing cabinets and equipment, moving up to 20 pounds, and communicating via phone, computer, in person, and electronic media. The position requires repetitive keyboard use and handling overlapping deadlines. Telework may be eligible after probation with a dedicated workspace and reliable internet, and availability for meetings via Microsoft Teams or other platforms during business hours.
