Facilities Specialist - AFSO

The Facilities Specialist – Industrial Security is a client-facing role responsible for executing facility-level security operations in support of the National Industrial Security Program (NISP). This position focuses on Facility Clearance (FCL) management, DD Form 254 processing, safeguarding requirements, and NISS system execution to ensure clients remain compliant with government regulations and audit ready.

Job Responsibilities Facility Clearance (FCL) & Change Condition Management

Manage all FCL lifecycle actions, including ownership, corporate structure, KMP, and safeguarding changes; prepare and process facility modification and change condition packages to maintain compliance with NISP requirements Maintain accurate facility records within NISS to reflect any ownership, key management personnel, and organizational changes Ensure all facility data aligns with NISP requirements and is audit-ready at all times Coordinate and manage Facility Clearance (FCL) sponsorship activities, including sponsorship package preparation, submission, tracking, and coordination with government/client stakeholders. Assist other pillars teams as needed NISS / System Management (Facilities-Focused)

Manage facility-related NISS actions and permissions required to support FCL, safeguarding, and organizational change activities. Update and maintain all required data and documentation within NISS and internal systems (e.g., Security Control and or HALO) Ensure accuracy, completeness, and audit readiness of all system records Support PMO/Compliance actions in the event of surge of workload. DD Form 254 Management

Prepare, review, and execute DD Form 254s in coordination with clients and contracting activities Ensure contract security classification specifications are accurate, complete, and aligned with requirements Track and maintain DD254 records to support audits and inspections Safeguarding & Security Operations

Guide and advise clients on safeguarding requirements, including document control programs and access rosters for security containers, ensuring alignment with NISP requirements Provide recommendations and best practices for establishing document control processes, including assignment and tracking of control numbers and proper handling of classified materials Advise clients on physical and administrative security controls to ensure compliance with regulatory standards and audit readiness Maintain document control programs, including assigning control numbers and managing access rosters to security containers Incident Management & Investigations

Investigate security vulnerabilities at the FCL level Conduct administrative inquiries (AI) and prepare required reports Track and support resolution of incidents to ensure compliance and risk mitigation DCSA Coordination & Assessments

​​​​​​Act as liaison with DCSA for facility-related matters Prepare clients for DCSA security reviews and assessments Travel to client sites, as needed, to support inspections and compliance activities Client Advisory & Support

Provide expert guidance to clients on facility security requirements and NISP compliance Understand client corporate structures and ensure alignment with FCL and NISP requirements Support onboarding teams of new facilities into compliance programs as needed. Qualifications: US Citizenship Required Experience: Minimum two (2) years administrative, help desk, customer service, personnel security, industrial security, or related experience Two (2) or more years of experience in personnel security, industrial security, facility security, or a related security field, with demonstrated knowledge of compliance requirements, security regulations, and program oversight. Working knowledge of 32 CFR Part 117 (NISPOM), including Facility Clearance (FCL) requirements, FOCI mitigation processes, and the review of corporate governance documents and ownership structures to support contractor eligibility and compliance. Experience supporting Facility Security Officers (FSOs), Assistant Facility Security Officers (AFSOs), or industrial security programs. Familiarity with NISS, DISS, NBIS, eApp, and DCSA processes High School Diploma or General Educational Development (GED). Must be able to obtain and maintain a Secret Clearance. Strong organizational skills with the ability to manage multiple tasks, maintain accurate records, and meet deadlines. Demonstrated experience using a ticketing and service management platform (e.g., HaloPSA or similar) to manage service requests, document activities, communicate with clients through the system, and ensure timely and accurate resolution of issues. Proficiency with Microsoft Office Suite, including Outlook, Word, Excel, and Teams. Ability to learn and apply government security regulations, policies, and procedures. Must complete required CDSE/STEPP training within designated timeframes, including: FSO Program Management for Possessing Facilities curriculum (within 6 months of employment) Establishing an Insider Threat Program training Insider Threat Awareness training Personally Identifiable Information (PII) training Cyber Awareness training CUI Training Preferred Qualifications

Current or previous eligibility for a U.S. Government security clearance. Bachelor’s degree in business administration, Criminal Justice, Security Management, or a related field. Background in analytics, business operations, compliance management, records management, or process improvement. Comfort utilizing AI tools such as ChatGPT or Claude to improve reporting, workflow design, SOP creation, onboarding processes, and operational efficiency. Core Skills & Competencies
