• Increased family economic security including wealth retention and reduced family displacement Position Overview The Production Manager serves as the Department's senior operational and unit production manager, working closely with the Director to carry out the goals of Housing Intervention Services. The position leads day-to-day field production and helps ensure that weatherization, lead hazard reduction, healthy homes, Aging-in-Place, energy efficiency, housing rehabilitation and related work is completed safely, efficiently, within budget, and in accordance with program requirements. This is a working management position with an approximately equal balance of field and office responsibilities. The Production Manager is expected to be present on job sites, work directly with crews, assessors and subcontractors to meet project scope of work and safe work practices, review technical work, solve production problems, and provide hands-on guidance when needed. The position also supports regulatory compliance by GHHI crews and subcontractors, budgeting, workflow planning, program invoicing, quality assurance, staff development, and preparation for future grants and contracts. Position produces comprehensive housing interventions that make homes safer and more energy efficient for low-income children, families and seniors in Maryland with a focus on the Baltimore region. The position directly manages field staff and assessors, coordinates with the Project Manager and Client Coordinator, provides subcontractor oversight, and helps translate Department goals into practical work plans. Core Responsibilities Field Production and Technical Oversight

- Coordinate final move-in or client return-to-work-area activities, punch-list completion, touch-up work, and final job readiness.
- Develop Crew Chiefs as working leaders by assigning clear authority for daily crew direction, material readiness, job documentation, quality checks, and job-site problem-solving rather than requiring routine decisions to be elevated.
- Conduct regular site visits before, during, and after construction to verify readiness, progress, safety, quality, and completion.
- Provide hands-on technical guidance to Crew Chiefs, Hazard Reduction Workers, assessors, and other field staff.
- Oversee lead-safe work practices and other federal, state and local regulatory compliance, general job-site safety, vehicle and tool readiness, and compliance with applicable program requirements.

- Ensure job sites are properly staged and that crews have the tools, equipment, materials, documents, and information needed to complete assigned work.
- Prepare selected homes and job sites for press visits, funder visits, research activities, and other public-facing events in coordination with the Director and Project Manager.
- Recommend hiring, discipline, promotion, or termination actions for field and assessment staff and participate in those processes; final hiring and termination authority remains with the Director and Human Resources.
- Directly supervise Crew Chiefs, Hazard Reduction Workers, assessors, and other assigned field staff.
- Set clear daily and weekly expectations for productivity, quality, conduct, documentation, vehicle care, tool management, and job-site performance.
- Monitor attendance, time allocation, certifications, required training, and compliance with Department policies.
- Provide coaching, corrective guidance, and performance feedback; document concerns and work with the Director on formal performance actions when necessary.
- Review crew and assessor workloads and adjust assignments to support production goals and program deadlines.
- Help build a professional, accountable, and respectful field culture focused on safety, quality, and service to clients.
- Maintain a positive working atmosphere by all Housing Intervention Services team members in order to keep efforts focused on the mission of the organization.
- Approve complex technical scopes and cost estimates within delegated authority, including weatherization projects, scopes that braid multiple funding sources, and scopes involving significant construction, health-and-safety, or eligibility considerations.
- Provide technical review or final recommendation to the Director when a scope exceeds delegated authority, presents unusual risk, or requires a program exception.
- Approve technical information used in permit applications and respond to technical questions from permitting authorities.
- Review complex scopes of work for technical accuracy, constructability, program eligibility, and completeness before work is assigned.
- Work with assessors, auditors, inspectors, contractors, and Department leadership to resolve scope questions and identify appropriate measures.
- Develop or review cost estimates, contractor bids, labor projections, and material needs.
- Perform cost comparisons among contractor proposals, internal crew costs, material options, and allowable program pricing.
- Recommend the most practical and cost-effective approach while maintaining required quality and program standards.
- Review change requests, unforeseen conditions, and added work before recommending approval to the Director.
- Monitor unit production benchmarks, identify variance from grant or contract timelines, and adjust field schedules, staffing, and production sequencing in concert with the Director.
- Assist the Director with production planning, workflow development, staffing needs, and achievement of grant and contract benchmarks.
- Coordinate closely with the Project Manager and Client Coordinator so that client communication, scheduling, contractor assignments, assessments, and field work remain aligned.
- Review production schedules and job status reports, identify delays or bottlenecks, and implement practical solutions.
- Help establish priorities for in-house crews, assessors, subcontractors, inspections, and corrective work.
- Participate in regular production and program meetings and provide clear updates on field progress, staffing, quality, costs, and risks.
- Assist with inventory planning and major material purchasing, including windows, doors, appliances, and specialty equipment.
- Manage day-to-day quality control for assessments, scopes, installations, construction work, and required documentation.
- Conduct or coordinate in-progress and final inspections and verify that deficiencies are corrected.
- Review completed work for compliance with approved scopes, manufacturer requirements, program standards, lead-safe practices, and applicable codes.
- Identify recurring quality issues and develop corrective actions, training, or process improvements.
- Support formal quality assurance reviews, monitoring visits, file reviews, and responses to funder or program findings.
- Maintain records of inspections, corrective work, and quality trends.
- Create purchase orders and cost estimates when needed and review purchase orders and subcontractor cost estimates prepared by other staff for technical and cost accuracy; all purchase orders require final approval by the Director.
- Process contractor invoices and submit approved invoices for payment when needed, serving as a backup to the Project Manager and confirming completion, scope, pricing, and authorized changes.
- Prepare, review, or approve program invoices and reimbursement packages for weatherization, electrification, lead hazard reduction, healthy homes, rehabilitation, and other assigned programs.
- Verify that completed measures, labor, materials, contractor invoices, inspections, and required supporting documents are accurate and eligible for reimbursement in accordance with program requirements and applicable standards.
- Work with Finance Department and program staff to ensure timely timesheet and purchase adherence process adherence, and resolve billing questions, missing documentation, disallowed costs, or payment delays.
