About the Role The Talent Manager serves as the steward of the organization's talent management strategy, designing and implementing programs that support employee growth, engagement, performance, and retention across the workforce. This position brings together performance management, succession planning, learning and development, employee engagement, and workforce planning to ensure employee capabilities align with organizational needs. The Talent Manager works independently while partnering closely with leadership, providing insight into talent trends, employee engagement, workforce development, and organizational change. This position plays an important role in strengthening the employee experience and building a workforce prepared to meet the Town's evolving needs.

Duties and Responsibilities

• Develop and implement talent management strategies aligned with organizational goals.
• Partner with leadership to forecast workforce needs and create succession planning initiatives.
• Oversee the full employee lifecycle, from recruitment through development and retention.
• Manage performance appraisal systems that drive accountability and employee growth.
• Track and analyze performance metrics to identify trends and recommend improvements.
• Lead the design, delivery, and evaluation of training and professional development programs.
• Create initiatives to increase employee satisfaction, motivation, and retention.
• Conduct engagement surveys and develop action plans based on results.
• Promote recognition programs.
• Oversee onboarding and assimilation programs for new hires.
• Monitor talent-related KPIs (turnover, engagement, internal mobility, training effectiveness).
• Provide regular reports and insights to leadership on talent trends and program effectiveness.
• Ensure talent programs comply with applicable employment laws and organizational policies.
• Maintain up-to-date knowledge of industry trends and best practices.

Minimum Education and Experience

• High school diploma or GED
• Ten (10) years of experience in Human Resources

Preferred Qualifications: Bachelor's degree in Human Resources or a relevant field Seven (7) years of Human Resources experience, preferably in the public sector An equivalent combination of education and experience SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential

Special Requirements SHRM-CP or SHRM-SCP certification is preferred.
