SUMMARY:
Demonstrate Christ-like behavior and attitude in all job duties and responsibilities. Render quality health care within the limitations of professional licensing to the community. Oversee all nursing services for all Clinic locations. Develop, implement, and maintain the Clinical Compliance Program in coordination with the CMO, COO and HR director. Serve as co-leader for the continuous Quality Improvement Team. Assist with the development and implementation of Policies and Procedures for the Clinic as needed. ESSENTIAL DUTIES and RESPONSIBILITIES: Oversee services provided: nursing staff, MA supervisors, pharmacy technicians, population management coordinator, and nursing department volunteers working at LACHC. Implement and track a competency-based clinical excellence program for nursing staff; ensure annual competency assessments are conducted for all non-licensed clinical staff working at LACHC. Provide clinical and administrative supervision over clinic nurses and Medical Assistant Supervisors. Provide administrative supervision over pharmacy technicians, and clinical cosupervision of pharmacy technicians, in partnership with contracted pharmacists at LACHC. Provide administrative supervision over Population Management Coordinator. Oversee ongoing clinical staff certifications, in-services, and outside training including but not limited to facilitating educational opportunities for the nursing staff to improve the care that they deliver. Supervise clinical rotations with nursing schools and MA training program. This function may be delegated to nurses or lead medical assistants. Oversee nursing counseling and education programs regarding medical conditions, treatments, medicines, care plans, and preventive lifestyle behaviors (such as nutrition, exercise, smoking cessation, etc…) and ensure that interventions are appropriately documented. Ensure that nursing staff minister to the needs of the clients in a holistic manner, addressing needs of spirit, soul and body. Oversee all clinical procedures performed by or assisted by nursing staff, ensuring quality of services and compliance with applicable laws and regulations. Create and implement workflows needed for nurses to perform interventions and/or assist with treatments ordered by the medical providers authorized to perform medical services at LACHC. Create and implement workflows and standing orders, with the help of Medical Assistant Supervisors, for medical assistants to assist licensed independent practitioners with medical services at LACHC. Oversee Clinic vaccination program, including Tuberculosis and Immunization Programs. Ensure appropriate completion of vaccine usage logs and temperature logs. Ensure quality and safety of laboratory services performed in the clinic. Work with facilities department to ensure proper supplies are obtained from Quest. Oversee infection control by assuring the implementation of current standards of infection control and safety regulations. Along with Chief Medical Officer, develop and/or periodically revise policies and procedures related to infection control. Ensure that the nursing staff utilizes supplies and equipment appropriately and maintains adequate logs. Work with operations/facilities to maintain equipment in working order. Develop, implement and maintain Clinical Compliance Program as it pertains to the nursing department, in coordination with the CMO, COO, and HR director Maintain a current understanding of regulatory trends and changes in law (i.e.Title 22, Vaccine storage and management, Vaccines for Children, CDC guidelines for Infection Control, Bloodborne Pathogen Managementand advise appropriate management staff of trends affecting the Clinic. Working with the COO and HR director, assist in developing educational plans, materials and resources to educate employees in the overall objectives of the Clinical Compliance Program and specific substantive areas of compliance for each department. Develop and update Clinical Compliance departmental policies and procedures as it relates to the nursing department Identify potential regulatory compliance obligations and prioritize areas for assessment and audit/review. Serve with the CMO, COO, HR director and other designated staff on the clinic Risk Management team, assessing and improving areas of compliance relevant to risk management. Work with the COO or designated staff to conduct regular assessments of clinic’s compliance with pertinent regulations; create corrective action plans as appropriate. Maintain a working relationship with employees and management staff which allows for accomplishing the desired goals of the Clinical Compliance Program on a timely basis. Promote quality improvements by serving as Co-Leader for LACHC’s Continous Quality Improvement (CQI) program and as a member of the Risk Management Team. Along with the Chief Medical Officer, help facilitate monthly CQI Team meetings. Provide input into setting CQI goals. Contribute to the development of the Quality Assurance/Quality Improvement plan for CQI. Serve as the PCMH lead in the organization, including leading and running the Patient Centered Medical Home (PCMH) Committee. Guide the oversite of workflows to sustain PCMH recognition and prepare for re-application as needed. Assist with chart audits and extraction and submission of data from the electronic health record for the purpose of CQI, audits, meaningful use attestation, PCMH and communication with health plans or other bodies who use and interpret our data. Work with Chief Medical Officer, Chief Operations Officer, and Human Resources Director on clinical aspects of risk management in the Clinic. Review and investigate incident reports and grievances by working with the supervisor of the department involved. Report these on a bimonthly basis to the Risk Management Team. Monitor trends and make recommendations for improvement and to mitigate risk. Provide leadership to LACHC, serving as an active member of the Leadership Team. Attend Leadership meetings, submit required reports to the Team, provide input and assist in the direction of the Clinic. Represent LACHC to outside entities, including Schools of Nursing, local healthcare providers, LA County DHS, and Community Clinic Association of LA County (CCALAC). Participate in special events, fundraising activities, and other functions/networking meetings as needed.PROFESSIONAL QUALIFICATIONS:
A California licensed R.N. with a Bachelor’s Degree in Nursing, and at least two years experience in Public Health or comparable experience.LANGUAGE:
Fluency in written and verbal English a must; bilingual Spanish a plus.PHYSICAL DEMANDS:
