Program Budget Analyst (CSCEP)

Duties As a Program Budget Analyst (CSCEP) at the GS-0343-12 some of your typical work assignments may include: Provides acquisition forecasting and execution support to the BP Countering Weapons of Mass Destruction Security Cooperation Engagement Program (CSCEP) through fiscal and acquisitions forecasting, planning, preparation, and execution oversight to meet evolving and fluid mission requirements. Working closely with Department personnel, DTRA contracting, and OB finance, advises CSCEP and Department leadership on the development of long- and short-term acquisition plans and on establishing procurement milestones and schedules.Performs budget execution and administration effort involving monitoring of obligation and expenditure rates for a budget comprised of various sources and authorities including annual and multi-year appropriations, transfers of funding to and from other agencies.Obtains and provides information on the propriety of using funds by researching appropriate legal and regulatory guides.Coordinates with Defense Security Cooperation Agency on monthly and quarterly financial and execution reports in order to develop life-cycle cost analyses for use by the department in making decisions on program cost and schedule requirements. This coordination is necessary to provide information and advice to the Directorate regarding funding requirements as well as in support of POM and budget planning.Advises CSCEP and Department leadership regarding Federal, Departmental, and Agency contract laws, regulations, policies, and procedures to include the Federal Acquisition Regulations (FAR), the Department of Defense FAR Supplement, and the Agency's procurement policies, procedures, and guidelines.Supports efforts for processing of procurement documentation for contracts, simplified acquisitions, and interagency acquisitions, to include purchase requests, acquisition strategy plans, statements of work (SOWs), independent government cost estimates, justifications, source selection plans, constantly evaluating and advising upon ways to improve the efficiency of these processes. Qualifications You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Experience with DoD Financial Management Processes including MIPRs, Purchase Requests (PRs) and contract obligation/de-obligations.Support managing cost-type contracts including cost, schedule, and performance monitoring, acquisition planning, award, execution, and closeout.Budgetary responsibilities in an organizations with Section 333 Security Cooperation Funds execution and administration and analysis for statutory and regulatory compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
