ASSOCIATE DIRECTOR

Location 320 Ring Road,Elizabethtown, KY, 42701,United States Employee Type Exempt FT POSITION SUMMARY Associate Director will assist the IDD Director and act in their role if absent. Responsible for providing high-level administrative and operational leadership to support the IDD Director in managing the agency’s 1915 (c) waiver services. Oversees program development, planning, evaluation, operations, and supervision of region-wide services being delivered in IDD programs to include Day Training, Direct Care, and Residential. QUALIFICATIONS Bachelor’s degree in Psychology, Social Work, Human Services, or similar related field or be a Licensed Registered Nurse. 5 years of post-bachelor level work experience with a minimum of 3 years management experience preferred. Preference may be given to applicants with previous experience and knowledge of 1915(c) Medicaid Waiver regulations. SKILL SETS Knowledge of person-centered planning principles and community-based services and resources. Strong organizational, fiscal management and quality assurance skills. Strong management skills and the ability to work independently. PHYSICAL AND ENVIORMENTAL DEMANDS Visual acuity necessary for updating files and completing an assortment of paperwork. Requires frequent stooping, kneeling, and crouching to file records. Hearing and talking is necessary to answer phone, door, and talk with employees and other individuals. Work is light with walking, standing, and sitting. Manual dexterity is required to perform word processing and other clerical duties. Combination of office-based work and on-site visits to residential, ADT, and participant homes. Flexible schedule with occasional evening or weekend work to address operational needs or emergencies. JOB SPECIFIC FUNCTIONS Assist the IDD Director in ensuring that Residential, ADT and Direct Care Services comply with all 1915 (c) and Medicaid regulations as well as all applicable state and federal requirements and licensure standards. Develop, implement, and monitor policies and procedures to maintain compliance and enhance service quality. Works hand in hand with department of Medicaid/BHDID and agency executive leadership. Assists in budgeting processes and monitors throughout the year for service programs. Oversees IDD budget, monitoring, and compliance requirements. Participates and provides leadership in agency continuing quality improvement. Recommends policies and procedures that will best serve the IDD population and meet compliance requirements. Serves as a liaison with local support groups for the IDD population. Assists with the design, development, and implementation of strategic plans for agency. Monitors service delivery to ensure participant needs are met, health and safety standards are upheld, and Person-Centered Service Plans (PCSPs) are implemented effectively. Monitors expenditures, billing, and revenue to ensure financial accountability and compliance with Medicaid guidelines. Participates in audits, site reviews, and quality assurance activities. Supervises employees, completes performance evaluations, and approves time sheets, service notes and appropriate leave. Interviews and recommends employees’ personnel actions (hiring, terminations, promotions, etc.) Trains and orients new employees to departmental policies and procedures. Ensures that program training needs of staff are identified and met to ensure compliance. Develops and conducts related program training, as needed. Works in conjunction with IDD Director and other IDD ELC members to promote effective communication and teamwork. Supports assistant directors, managers, supervisors, and direct support professionals (DSPs) in maintaining appropriate staffing, training, and participant engagement. Oversees ADT programming to ensure meaningful daily activities, skill development, and community inclusion opportunities. Provides leadership to staff delivering in-home and community-based direct care supports, ensuring consistency and quality of care. Evaluates participant satisfaction and service outcomes to ensure individualized, person-centered support. Monitor compliance with program objectives, participant goals, and Medicaid billing requirements. Supports recruitment, training, and retention of qualified staff; ensures staff maintain required certifications and ongoing professional development. Serves as acting Executive Director when needed to maintain operational continuity. Meets productivity standards as assigned. Performs other duties or responsibilities as needed or assigned. Participates in planning and implementing long-term strategies to enhance service delivery, growth, and regulatory compliance. Performs other duties as assigned. MANDATORY REQUIREMENTS 1.
