FLSA Classification: Exempt, Full-Time
Salary Range: $58,000 - $70,000 DOE
The RRH Program Supervisor leads both of CATCH's Rapid Rehousing programs and serves as a strategic, compassionate, and mission-driven supervisor. This position directly supervises a nine-person RRH team that includes two Senior Case Managers, four standard RRH Case Managers, and three Domestic Violence Specialists. The Senior Case Manager absorbs routine peer case consultation, allowing the supervisor to focus on formal supervision, program fidelity, Programs Director coordination, and the cases and staff situations that genuinely require supervisory authority.
Key ResponsibilitiesProgram Leadership & Culture (40% of time)
- Lead with empathy, clarity, and courage to uphold a people-first and trauma-informed workplace.
- Supervise all nine RRH case managers, including two Senior Case Managers, four standard RRH Case Managers, and three DV Specialists, providing formal supervision, performance management, and professional development for each.
- Collaborate with Senior Case Managers to focus on triaged/escalated client cases that require supervisory authority
- Foster a collaborative and inclusive team culture grounded in the CATCH Way values.
- Provide at least biweekly individual supervision, quarterly KPI reviews, and annual evaluations for each direct report.
- Model emotional regulation and ethical decision-making, particularly during crisis or conflict.
- Provide specialized oversight for DV Specialist case managers, ensuring VAWA confidentiality protocols, safety planning practices, and DV-specific funder requirements are maintained.
- Coordinate warm handoffs with the behavioral health team for clients with complex behavioral health needs.
- Support the Senior Case Managers in maintaining clear role boundaries, ensuring the lead function does not drift into informal supervision, performance management, or decision-making authority.
Program Oversight & Compliance (35% of time)
- Maintain RRH program fidelity to HUD standards: rapid connection to housing, time-limited case plans, and housing stability focus. Ensure that data collection happens consistently and in a timely manner in order to be able to track and report: housing placement rate, days to housing, lease-up rate, housing stability at 6 months, and recidivism to homelessness.
- Oversee caseload assignment and equity across all nine case managers — including the Senior Case Manager’s reduced caseload.
- Guide team members in client interventions, engagement strategies, housing search, and case planning, consulting with the Clinical Supervisor for complex behavioral health presentations.
- Conduct field supervision through joint home visits, case meetings, and move-in support as needed. This includes close supervision and shadowing of new staff members who require more hands-on support.
- Implement RRH policies, procedures, and quality assurance tools.
- Ensure compliance with HUD ESG and CoC grant requirements, DV/VAWA-specific funder requirements, and reporting deadlines; participate in annual audits.
- Review and approve individualized housing stability plans for all case managers.
- Participate in eligibility and program exit determinations, bringing recommendations to the Programs Director, who holds final authority.
Data & Evaluation (15% of time)
- Track and report RRH-specific outcomes to the Programs Director monthly: housing placement rate, average days to housing, housing stability, and recidivism.
- Conduct regular checks of client files at crucial HUD data collection points (intake, move-in, and exit) to ensure program files are audit-ready at all times.
- Provide program data to support ESG, CoC and DV-specific grant reporting; participate in CATCH's annual program evaluation process.
- Identify patterns, gaps, and opportunities to improve services through a data-informed lens.
- Ensure HMIS data entry standards are met by all case managers: assessments, services, and outcomes recorded within HUD-required timelines.
Partnerships and Public Engagements (10% of time)
- Represent CATCH and RRH programs in relevant Continuum of Care forums, partner convenings, and community collaborations — coordinating with the Programs Director on external representation priorities.
- Deepen relationships with referral sources, Continuum of Care members, and public/private funders.
- Act as a subject matter expert on Trauma-Informed Care, Harm Reduction, Motivational Interviewing, and Supportive Housing.
- Deliver presentations and lead internal training for RRH staff; participate in cross-sector collaborations as assigned.

RRH Program Fidelity - Demonstrates working knowledge of HUD ESG and CoC standards, supportive housing principles, and time-limited case management models. Ensures practice is grounded in evidence and aligned with the program model, not just individual case manager preference.
DV-Informed Supervision- Understands the unique dynamics, safety considerations, and confidentiality requirements of DV-specific services. Provides specialized coaching to DV Specialist case managers without overriding their trauma-informed judgment.
Working Lead Management - Understands how to structure and sustain a working lead model to clearly define the Senior Case Managers’ scope, monitor for role creep, and use the Senior Case Managers as a genuine consultation resource rather than an informal deputy. Can distinguish between peer consultation (Senior Case Managers’ domain) and supervisory authority (supervisor's domain) and maintain that distinction under team pressure.
Required Qualifications
- A sincere passion for ending homelessness through Housing First and trauma-informed RRH models.
- Proficiency with Google Workspace and HMIS.
- Bachelor's degree in Social Work, Human Services, or related field required; Master's degree preferred.
- Minimum 3–5 years of experience in social services or housing programs, with at least 1–2 years in a supervisory or lead role.
- Reliable transportation to travel regionally between CATCH’s two Rapid Rehousing offices in Boise and Nampa.
- Strong interpersonal and written communication skills.
- Proven ability to supervise and coach teams using trauma-informed, strengths-based practices.
- Demonstrated ability to maintain healthy boundaries while leading with compassion.
Preferred Skills and Experience
- Familiarity with HUD ESG or CoC program requirements, HMIS data standards, and grant reporting.
- Experience with electronic file management softwares (ClientTrack/Eccovia a plus).
- Comfort with public speaking, facilitation, and stakeholder engagement.
- Experience with DV-specific services, VAWA confidentiality requirements, or trauma-informed safety planning.
- Experience managing or working alongside a working lead, senior practitioner, or tiered team model.
