Manager of Internal Investigations & Clery Officer - Internal Investigations

Minimum Qualifications Master’s degree in a relevant field and 4 years of experience conducting investigations in higher education, Human Resources, or Title IX compliance. Preferred Qualifications Terminal degree. J.D. Five (5) years of relevant experience. At least one (1) year of experience supervising employees. Experience conducting and managing complex legal and regulatory investigations. Job Summary Responsible for investigating allegations of unlawful discrimination and retaliation in violation of Title IX, Title VII, ADA, Section 504 of the Rehabilitation Act, and the ADEA, made by faculty, employees, students, and third parties. Assist with leading Title IX programs by assessing institutional Title IX compliance, developing initiatives, delivering education and training offerings, and coordinating awareness of gender equity and sex discrimination across the university. Investigations Management Serve as the Deputy Title IX Coordinator. Support the institutional Title IX Coordinator with implementing Title IX compliance programs. Manage complex fact‑finding investigations for complaints of unlawful discrimination and retaliation. Manage complex fact‑finding investigations related to allegations of general higher education or employment laws, which may include FLSA, FMLA, ADA, ADEA, student conduct, free speech, and academic freedom. Assign incoming complaints to investigators per rotation. Approve investigation plans and interview questions by analyzing the complaint, identifying the issues, potential witnesses, and types of documentation for investigators to request/review. Manage the department’s investigation process and ensure investigators are consistently adhering to the process and institutional policies. Provide investigation and department updates to the Executive Director of Internal Investigations. Research relevant laws and/or institutional policies and procedures. Review and edit investigation reports with findings of fact. Collaborate with Human Resources, Legal Affairs, the Office of Student Affairs, Campus Police, and other relevant institutional or community partners to ensure complaints are reviewed with applicable laws. Consult with the Department of Internal Investigations’ Executive Director to provide recommendations based on investigation findings of fact. Assist investigators with communicating investigation findings of fact and make recommendations to appropriate departments and/or institutional leadership as needed. Provide support to investigators with organizing and maintaining all reported allegations, investigative files, documentation, and interview notes. Stay abreast of current and emerging regulatory obligations and develop plans of action for remaining in compliance with federal EEO and Title IX laws and regulations as well as best practices for student conduct and discipline. Ensure training and prevention programs are compliant with employment and higher education laws. Conduct Title IX, Clery, and discrimination-related training across the institution, including new employee and student orientations, delivered virtually or in-person as needed. Monitor department metrics and goals at the direction of the Executive Director of Internal Investigations. Enhance institutional and department policies and procedures. Participate as needed in internal grievance/disciplinary hearings in accordance with institutional policies and procedures. Conduct legal research and provide legal analysis to help resolve matters related to Title IX and/or higher education or employment laws as it relates to investigations, policies, procedures, or departmental projects. Supervise investigators and collaborate with other members of the department. Set expectations and provide coaching to department staff. Hold investigators accountable for case timelines, quality, and adherence to policy. Model accountability by consistently meeting deadlines, maintaining thoroughness in case reviews, and responding promptly to stakeholder inquiries. Lead team meetings, case management, and professional development planning. Onboard new hires and oversee their training. Assist with institutional reporting requirements in compliance with federal and state laws and regulations. Consult with the Department of Legal Affairs as necessary. Clery Compliance Institutional Clery Officer responsible for ensuring compliance with the Clery Act, Campus SaVE, and the Violence Against Women Act. Publish the Annual Security Report and Annual Fire Safety Report. Ensure reported crimes are accurately categorized in the Annual Security Report by collaborating with law enforcement and Campus Police. Identify areas of institutional risk and exposure related to Clery Act compliance and Title IX and make recommendations to the Department of Internal Investigations’ leadership to address identified areas of risk. Implement a Clery Act compliance program plan in collaboration with key stakeholders on and off campus. Write, edit, and revise institutional and departmental policies and procedures related to Clery Compliance. Provide Clery Act and Title IX training for investigators and staff within the department. Marginal or Periodic Functions Adheres to internal controls and reporting structure. Adhere to institutional student and employee grievance processes. Provide other services as assigned by the Executive Director of Internal Investigations. Other duties as assigned and as required under Clery Compliance. Serve on institutional committees and lead department projects as needed. Provide investigative support and training to colleagues as needed. Performs related duties as required. Knowledge/Skills/Abilities Demonstrated knowledge of and ability to interpret federal and state equal opportunity and non‑discrimination laws and regulations, including Title IX, Title VII, ADEA, Section 504 of the Rehabilitation Act, ADA, sexual harassment, Clery Act, Campus SaVE, VAWA, and other applicable laws and regulations. Knowledge of general higher education and employment laws and regulations. Significant knowledge of Title IX laws and regulations. Significant knowledge of Human Resources and employment laws. Advanced knowledge of employment and higher education discrimination, sexual harassment/misconduct, and retaliation laws and regulations. Strong communication skills, both oral and written. Demonstrated presentation and facilitation skills. Ability to deal with difficult employees, faculty, students, and third parties. Strong analytical and problem‑solving skills with the ability to provide recommendations to Human Resources, departments, and leadership. Competent use of personal computers and general office applications, including Word, Excel, PowerPoint, Microsoft Outlook, and investigation databases. Ability to handle confidential and sensitive information. Ability to work independently and within a team. Ability to take the lead on investigations and assist other investigators. Strong analytical skills. Strong legal research and writing skills. Project management skills. Ability to manage multiple projects/investigations and prioritize work. Salary Range Actual salary commensurate with experience. Work Schedule Partial Remote, Monday through Friday, 8 am to 5 pm, and as needed on occasion.
