The Washington State Department of Corrections Office of Strategy and Innovation (OSI) is searching for a motivated and collaborative individual to join their team as an Enterprise Project Manager (EPM). This position reports to the Senior Enterprise Project Manager, who reports to the Director of Strategy and Innovation. The goal of the EPM is to provide leadership and direction to project teams, executive sponsors, managers, and staff throughout the agency. The EPM will serve a critical role within the OSI in managing large, enterprise level projects that generally impact several divisions within the agency. You will collaborate with internal and external stakeholders as well as subject matter experts to develop applicable methodologies for implementation of practices in a correctional environment. In this position, you will manage large projects that may be high profile and high risk to the agency. Some projects require implementing new legislation with critical impacts to DOC policies, procedures, and daily operations. As the Enterprise Project Manager, you will work closely with and make recommendations to Executive Leaders of the agency. Government must operate in a transparent business and customer focused environment for long term success, which includes planning, project management, performance measurement and continuous improvements. This is accomplished by connecting staff work at all levels and across unit, department, and division lines to further DOC strategic goals and objectives. As an Enterprise Project Manager, some of your duties will include: Providing leadership and direction to project teams on utilizing outcome-based project planning Managing, directing and developing projects and project plans utilizing standardized processes such as charter, schedule, budget, and reports Engage sponsor(s), steering committee(s), and agency stakeholders across authority lines Managing expectations and communicate plans actively Interacting and communicating regularly with executive management Providing senior-level leadership and advanced expertise to customers, teams and staff Supporting the continual development of the project management capabilities of DOC, ensuring standardization, current and relevant methods, and tools are used and adapted as needed Ensuring that project status, issues and successes are communicated to project teams, stakeholders, sponsors and appropriate levels of management and documented appropriately. Coaching, collaborating, and coordinating with project teams and subject matter experts to identify outcome measures on the front end of projects, improvement initiatives, and program development Designing and developing project relevant measures, as appropriate to project scope and need Tracking, monitoring, analyzing and reporting internally and externally through Results DOC and regular status updates to the supervisor Building project-specific teams and engage members in all phases of project management Creating a sense of belonging and ownership among team members Assembling teams with the right mix of skills, knowledge and abilities, coach and motivate team members, delegate responsibility and promote mutual respect and interaction Qualifications What we need (required qualifications): Skilled Level Project Management experience: successful implementation and management of projects impacting a large organization (1,000 + employees with satellite location(s)) utilizing the principles, techniques, and tools used in planning, control, monitoring, and review of projects Ability to analyze information, define problems and objectives, formulate logical and objective conclusions, recognize alternatives, and make recommendations Ability to coach and mentor others Ability to use technology and computer systems to improve efficiency, accuracy and quality of work Ability to use (or learn to use) Microsoft Word to independently draft formal documents for others’ review and signature What Will Make Your Application Stand Out (preferred Qualifications) PMP Certification Bachelor’s degree in public administration, business administration, social science or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the County of Higher Education Accreditation (CHEA) or a foreign equivalent LEAN certification Change Management certification Experience with analysis and interpretation of data Professional experience creating presentations using power point, excel, or other presentation and data software Strong influence, change management, and relationship building skills Supplemental Information Vision: Working together for safer communities. Telework Details This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state‑issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided. Holidays Full‑time and part‑time employees are entitled to paid holidays and one paid personal holiday per calendar year. Sick Leave Full‑time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. Sick leave accruals for part‑time employees will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Pay status includes hours worked, time on paid leave and paid holiday. Vacation (Annual Leave) Full‑time employees accrue vacation leave at the rates specified in WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA). Full‑time employees who are in pay status for less than 80 non‑overtime hours in a month do not earn a monthly accrual of vacation leave. Part‑time employees accrue vacation leave hours in accordance with WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA) on a pro‑rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Pay status includes hours worked, time on paid leave and paid holiday. As provided in WAC 357‑58‑175, an employer may authorize a lump‑sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357‑31‑165. Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave. Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year. Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
