Greenwood (00009600)) Work Location: LBTC Building 3000 Pay Grade: Professional : The LSBDC Financial Manager plays a pivotal role in managing and overseeing the financial operations of the Louisiana Small Business Development Center (LSBDC) statewide program. This role encompasses a wide range of responsibilities, including financial forecasting, budget management, grant and contract compliance, financial reporting, and proposal development. The Financial Manager is responsible for ensuring fiscal accountability and adherence to federal and state regulations, including those of the Small Business Administration (SBA), Louisiana Economic Development (LED), and university procedures. Job Responsibilities:

• Financial Operations, Oversight, Analysis & Forecasting: Maintains the LSBDC accounting systems, accounts, budgets, monthly reconciliation, forecasting, and invoicing for the LSBDC program; Manages writing and preparing proposals for LSBDC's funding partners and for collaborating partnerships on pre-award and post-award activities; Monitors financial expenditures on contracts and subcontracts as required and/or specified in LSBDC agreements with various funding entities; Oversees the development and writing of reports and other documents as required and outlined in LSBDC's contracts and grants; Works closely with LSBDC State Director in the execution of duties in planning, organizing, implementing, managing, and evaluating LSBDC financial operations statewide; Creates policies and implements procedures for LSBDC Service Center fiscal invoicing and reports; coordinates and participates in biennial SBA financial examination/audit of LSBDC services, other audits as requested, and annual service center financial reviews; Coordinates, analyzes, monitors, and manages Louisiana SBDC State Office financial operations to ensure that they meet federal (SBA) and state of Louisiana contract requirements, laws, and regulations as well as those established within the University Systems; Responsible for oversight of LSBDC lead center accounts payable, travel, LaCarte card, purchasing, time and effort reporting activities; Review LSBDC service center rental agreements for compliance requirements. (60%)

• Budget Responsibilities: Responsible for preparing and justifying budgetary proposals for federal and state granting agencies and for managing contracts and associated budget with affiliated universities hosting LSBDC Service Centers; Will assist in the preparing required fiscal reports for granting agencies, for coordinating fiscal activities with host universities, and other reports as required by the LSU Office of Sponsored Programs and Sponsored Program Accounting; the Financial Manager will also monitor and review LSBDC expenditures by host universities; Prepare LSBDC Network program budget forecasts and remaining fund balances through the end of the project period. (25%)

• Miscellaneous: Attending regional and state meetings and conferences as required; Assist with the planning, logistics, budget, and compliance requirements to host LSBDC professional development conferences and meetings; Develop and provide specific information, reports and/or special services as requested or required by the SBA Office of SBDC, the SBA District Office, Louisiana Economic Development, and the LSBDC State Director; Support area, state and federal research projects concerning small business and disseminate results to community; Provide training to LSBDC service center directors on all things financial, standard operating procedures and policies, and federal and state regulations related to the LSBDC program; Participate in LSBDC strategic planning, accreditation, and leadership activities; Performs all other duties and activities assigned by the LSBDC state director. Minimum Qualifications: Bachelor's degree and 3 years experience in finance, accounting, or related field OR Master's degree and 1 year experience in finance, accounting or related field. Specific competencies in general ledger accounting, financial accounting and analysis, account reconciliation, and financial report preparation. Must show demonstrated competency in advanced spreadsheet and database operations and ability to interact with complex administrative management and on-line financial systems. Preferred Qualifications: Master's degree and 5 years experience in accounting, finance, or related field. Experience working with university-federal-state contract and grant accounting. Experience with LSU's budget and accounting systems. Experience with not-for-profit accounting. Progressive responsibility with budgeting.
